This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

Duties

Incumbent is a member of the Outpatient Substance Use Disorders Program(OSATP) and leads the program's response to identifying, training and implementing evidence-based treatments for stimulant use disorders within and outside of the Mental Health Service Line (MHSL). Incumbent also provides evidence-based psychotherapy to clients diagnosed with psychiatric disorders specifically Substance Use Disorder (SUD) and co-occurring conditions. The incumbent maintains a consistent clinical caseload within the OSATP and is a subject matter expert for the treatment of Stimulant Use Disorders, providing consultation and training to staff and monitoring effectiveness of treatment modalities. Major Duties: Provides consultation to staff within and outside of the OSATP team and the Mental Health Service Line. This position is 25% administrative. Lead implementer in the Contingency Management (CM) program within OSATP. Overseeing daily operations of the CM program and ensuring staff are trained and utilizing CM when appropriate and identifying additional clinical settings where CM is appropriate to implement. Works closely with OSATP Program Coordinator to ensure implementation efforts are successful for evidence-based treatments related to stimulant use disorders. Tracks CM utilization efforts and outcomes according to the national CM program directive and works closely with CESATE to ensure evidence-based implementation is adhered to. Tracks and educates on trends with stimulant use disorder data throughout the Iowa City VA catchment area, midwest and nationally to ensure staff have up-to-date knowledge of types of stimulant use and up and coming evidence-based treatments to treat Stimulant Use Disorders effectively. Utilizes data dashboards to monitor Iowa City VA's progress in metrics targeting stimulant use disorders including but not limited to use of CBT-SUD, contingency management and naloxone kit distributions to Veterans who use stimulants. Provides specialized individual, group and family evidence-based psychotherapy for co occurring Substance Use and other mental health disorders. Services are provided within OSATP which is located at one of the following sites: Coralville VA Mental Health Clinic, Clinical Based Outpatient Clinics (CBOC) and Community Resource and Referral Centers (CRRCs). Qualifications

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work. Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Loss of Licensure or Certification. Once licensed or certified, social workers must maintain a full, valid, and unrestricted independent license or certification to remain qualified for employment. Loss of licensure or certification will result in removal from the GS-0185 social worker series and may result in termination of employment. English Language Proficiency. Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. 7403(f). May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). GS 12 Grade Determinations: Experience and Education. One year of experience equivalent to the GS-11 grade level. Knowledge of community resources, how to make appropriate referrals to community and other governmental agencies for services, and ability to coordinate services. Skill in independently conducting psychosocial assessments and treatment interventions to a wide variety of individuals from various socio-economic, cultural, ethnic, educational and other diversified backgrounds. Knowledge of medical and mental health diagnoses, disabilities and treatment procedures (i.e. acute, chronic and traumatic illnesses/injuries, common medications and their effects/side effects, and medical terminology) to formulate a treatment plan. Skill in independently implementing different treatment modalities in working with individuals, families, and groups who are experiencing a variety of psychiatric, medical, and social problems to achieve treatment goals. Ability to provide consultation services to new social workers, social work graduate students, and other staff about the psychosocial needs of patients and the impact of psychosocial problems on health care and compliance with treatment. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification. Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs: Knowledge of program coordination and administration which includes consultation, negotiation, and monitoring. Knowledge and ability to write policies, procedures, and/or practice guidelines for the program. Ability to supervise multidisciplinary staff assigned to the program. Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s). Ability to provide training, orientation, and guidance within clinical practice.
