The incumbent is a principal advisor to management in the area of Diversity Management and Equal Employment Opportunity, ADR and Affirmative Employment for the Marion VA Medical Center. S/he serves as the spokesperson for all protected groups within the local community. The incumbent will be expected to perform a full range of duties and assignments in support of and related to the Equal Employment Opportunity program.
Duties
The incumbent will be expected to perform a full range of duties and assignments in support of and related to Equal Employment Opportunity program. Examples are listed below:
Conduct analysis and develop statistics upon which realistic affirmative action goals can be based;
Develop and implement all plans associated with the EEO program;
Conduct periodic evaluations of the workforce in order to develop data which can be utilized in evaluating the effectiveness of the program;
Conduct EEO training including the Prevention of Sexual Harassment to all managers and supervisors at the facility;
Conduct studies and analysis on the utilization of minorities and women in the work place, identifying obstacles and outlining alternative solutions to identified problems;
Serve as a representative of the facility in establishing and maintaining contact with local community groups who are interested in civil rights and/or equal opportunity;
Serve as technical advisor to the facility's EEO Committee;
Develop an Alternative Dispute Resolution Program, which is any procedure or combination of procedures voluntarily used to resolve issues in controversy without the need to resort to litigation;
Serve as the facility's mediator; and
Serve as technical expert for processing complaints which are not covered by the Office of Resolution Management (ORM).
Work Schedule: Monday - Friday 8:00 AM - 4:30 PM
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/14/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade, GS-11, in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: one or more years of specialized experience with the following items (or similar): knowledge of Federal EEO laws, regulations and policies, ability to interpret laws and regulations, knowledge of the principles of Personnel Management and of Federal Personnel Regulations, ability to serve as an expert trainer in the area of EEO, conduct analysis and evaluate work situations, provide leadership and guidance to committees, communicate effectively verbally and in writing, prepare reports and brief supervisors and service line managers on all aspects of the EEO Program, evaluate an EEO Program in order to assure compliance with existing regulations.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is primarily sedentary and is typically performed in an adequately lighted and climate controlled office. Some slight physical effort may be required. No specific physical requirements are needed.
