The duty location will be in the will be in the Office of General Counsel, Fort Belvoir, VA.
Duties
As the Deputy, International and Operational Law, you will be responsible for the following duties:
Provides legal support to the J3 staff, a 600 person organization including a two star Flag Officer and four SES members, that affects every action within the Defense Logistics Agency (DLA).
Serve as Deputy Chief Counsel to DLA Strategic Plans and Policies, DLA Intelligence Directorate, and DLA Joint Reserve Force.
Serves as Deputy Chief Counsel, International and Overseas Operations counsel offices at DLA-Europe / Africa (Kaiserslautern, Germany) and DLA- Pacific (Pearl Harbor, Hawaii) whose clients are the single Points of Contact, cont.
cont. for the DLA Director to the Geographical Combatant Commanders (COCOMs) for EUCOM, AFRICOM, PACOM, CENTCOM and SOUTHCOM.
Serves as deputy legal advisor responsible for legal services to DLA enterprise activities located in Europe, Africa, the Caribbean, the Pacific rim countries, and Southwest Asia.
Consults with the Chief, International and Operational Law, as well as the General Counsel or Deputy General Counsel on matters of major importance and keeps them and members of the DLA Executive, cont.
cont. Management Team informed of significant operational developments and attendant legal issues.
In the absence of the Chief, International and Operational Law, serves in this role as required.

Qualifications
QUALIFICATIONS REQUIRED for the Attorney-Adviser (General) GS-0905-15:
1) The first professional law degree (LL.B. or J.D.);
2) Proof that you are licensed and a member in good standing with the bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. Annual bar certification cards issued from your state of licensure are not considered acceptable. Proof is a "certificate of good standing" issued by your state of licensure dated within 6 months of the closing date of this announcement or a screenshot of your bar status taken from your state of licensure website that is dated within 6 months of the closing date of this announcement or sworn statement to that effect. If there is not a date on the screen shot, you must provide a statement signed by you on the date that the screen shot was created. The successful applicant selected for employment must provide a "certificate of good standing" issued by their respective bar showing they are in good status and in active status prior to appointment.
3) In addition to 1 and 2 (listed above), each grade level has the following qualification requirements:
To Qualify at the GS-15 Level:
You must possess professional legal experience in excess of 3 years commensurate with the duties and responsibilities of the position.

The hiring team will evaluate the QUALITY of experience and will screen to determine how closely or to what extent your experience, education, and training are relevant to the duties and responsibilities of this position. Your application package or resume must demonstrate you have the competencies and quality of experience necessary to successfully perform the work of the position at the GS-15 level.
PRINCIPAL SELECTION FACTORS:
Provide Knowledge, Skills, and Ability (KSA) narrative statements addressing the following principal selection factors: (Required)
a. Operations Law and International Law experience (such as breadth, depth, and relevance). At least one year of relevant experience at the next lower federal grade level is mandatory. Equivalent military, state, or private law experience may be substituted for federal service.
b. Experience in three or more of the following: fiscal law; ethics; procurement fraud; legislative affairs; intelligence law; foreign military sales; environmental cleanup and hazardous waste removal following military operations; international agreements and treaties, and the laws of host
nations where applicable.
c. Analytical/legal ability (including issue identification, legal research, analysis of options, risk analysis, creative problem-solving).
d. Excellent oral and written communication skills.
e. Excellent interpersonal skills and client relationships, and the ability to interact well with senior officials on controversial and sensitive issues.
OTHER SELECTION FACTORS:
KSA narrative statements are not required for the following other selection factors:
a. Three years of Operational and International law experience or an LLM in International Law
b. Experience at multiple Major Commands or levels within the Department of Defense
c. Completion of a Career Broadening Assignment or Senior Development Education such as Senior Service School or Leadership for a Democratic Society.
Security Clearance: This position is designated Critical Sensitive. If selected, you must obtain and maintain a Top Secret security clearance. If you are unable to obtain this level of security clearance (as a result of undisclosed or disclosed background issues), within a reasonable period of time (as defined by the agency), the employment offer may be withdrawn. In addition, incumbent is subject to periodic re-investigation to maintain security eligibility in accordance with DoD 5200.2-R.
