The James J. Peters VAMC Sterile Processing service is currently recruiting for one Supervisory Medical Supply Technician (Sterile processing). The incumbent delegates assignments, monitors timeliness and quality of work, evaluates performance, serves as a subject matter expert for sterile processing and works in support of the SPS management team.

Duties

The Supervisory Medical Supply Technician in the Sterile Processing Service (SPS) is considered to be at advanced performance level with respect to sterile processing. The Supervisor works in support of the SPS management team. The Supervisor has oversight for all QA and process improvement in SPS. This includes all monitoring and documentation (e.g., biologic, temperature / humidity, following SOPs) and reporting such to SPS leadership, and oversight committees: RME EQMS, NEIC & PI. The supervisor will serve as the subject matter expert to guide staff through the proper procedures. The Supervisor will also be responsible for checking the quality of the work, monitoring and reporting on the status of the work being performed, ensuring that all work adheres to established policies and procedures, reviewing work in progress and spot checking work not requiring review to ensure completed work meets the demands of the facility and quality standards, assessing the quality and quantity of work by reviewing the cleaning, reprocessing, and distribution of reusable medical equipment (RME) processed, and providing information to management officials concerning performance issues, assignment changes and task completion. The Supervisory MST must be familiar with all of the duties performed in SPS as well as standard operating procedures and manufacturers guidelines. The Supervisor is the Quality expert and has experienced all highly complex processes to determine effectiveness of the staff. The supervisor covers the QA Coordinator during absences. The employee has a supervisory role and serves under the supervision of the Assistant Chief Sterile Processing who establishes objectives and department priorities. The incumbent is expected to complete work assignments with relative independence and minimal guidance, personally setting the deadlines for work completion. The incumbent assumes responsibility in work assignments in accordance with regulations and independently resolves most conflicts by using considerable judgment and interpretation. Work is reviewed to ensure that overall objectives of the position are met. The Asst. Chief or Service Chief will assign work with standing instructions on objectives, priorities, and deadlines, and provides guidance for unusually involved situations. Possesses knowledge of the area SOPs and high-risk protocols related to the instruments mentioned above. The Supervisory MST provides technical supervision necessary for accomplishing the work of the organizational unit. The Supervisory Medical Supply Technician reviews investigations of root causes of reported non-conformities through the e-QMS upon request. May conduct investigations independently or as part of team with senior SPS management including the Nurse Executive, Chief and Assistant Chief of SPS, SPS educator, and any required clinical or technical Subject Matter Experts as required. The supervisor supports the work of Relationship Based Care and Shared Governance within SPS and the hospital. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Assignment. The Supervisory MST functions as a first-level supervisor responsible for the oversight of a group of MSTs, with administrative responsibility for planning and directing the work. Conducts performance Appraisals. Oversees attendance and leave, including approval of sick and annual leave and vacation schedules. Informs higher level management of anticipated vacancies or increases in workload. Recommends promotions, reassignments, recognition of superior performance, retention or release of probationary employees or other changes of assigned personnel. Holds corrective interviews with employees, referring disciplinary problems to higher levels of management. Resolves informal complaints of employees and deals with union representatives on personnel matters. Provides technical supervision necessary for accomplishing the work of the organizational unit. Basic Requirements: a. Citizenship: Citizen of the United States. Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with VA Handbook 5005, Part II, Chapter 3, Section A, paragraph 3g. b. Experience and/or Education: Experience. Six months of experience that demonstrates the applicant's ability to perform the work or provides an understanding of the work; or Education. One year above high school that included at least 6 semester hours in health care related courses such as sterile processing, nursing assistant, hospital corpsman, and operating room and surgical technician courses or other courses related to the position; or Experience/Education Combination. Equivalent combination of experience and education are qualifying for entry level for which both education and experience are acceptable. c. Certification. None. d. Grandfathering Provision. All MSTs that are employed in VHA in this occupation on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series and grade held, that are part of the basic requirements of the occupation. For employees who do not meet all the basic requirements required in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply: (1) Employees grandfathered into the GS-622 occupational series as MSTs may be reassigned, promoted up to and including the full performance (journeyman) level, or changed to lower grade within the occupation. (2) MSTs who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed, on a temporary or permanent basis until they fully meet the basic requirements of the standard. (3) MSTs who are converted to title 38 hybrid status under this provision and subsequently leave the occupation lose protected status and must meet the full VA qualification standard requirements in effect at the time of reentry to the occupation. e. Foreign Education. To be creditable, education completed outside the U.S. must have been submitted to a private organization that specializes in the interpretation of foreign educational credentials and such education must have been deemed at least equivalent to that gained in conventional U.S. programs. f. Physical Requirements. The work requires standing and walking during the entire workday and frequent bending and lifting of packages (occasionally weighing as much as 50 pounds). The work requires dexterity and visual acuity for manipulating, disassembly and assembly of instrumentation. g. English Language Proficiency. MSTs must be proficient in spoken and written English Grade Requirements: a. Creditable Experience. (1) Knowledge of Current MST Practices. Experience in Sterile Processing and advanced knowledge of SPS standards and practices. To be creditable, the experience must have demonstrated the knowledge, skills and abilities (KSAs) associated with MST responsibilities. Experience satisfying this requirement may be paid/non-paid employment. (2) Quality of Experience. Qualifying experience must be at a level comparable to MST experience at the next lower grade level of the position being filled. For all assignments above the full performance level, the higher-level duties must consist of significant scope, administrative independence, complexity (difficulty) and range of variety as described in this standard at the specified grade level and be performed by the incumbent at least 25% of the time. (3) Part-Time Experience. Part-time experience as a MST is creditable according to its relationship to the full-time workweek. For example, a MST employed 20 hours a week, or on a 1/2-time basis, would receive 1 full-time workweek of credit for each 2 weeks of service. Grade Determinations: GS-08 Supervisory Medical Supply Technician (Sterile Processing) a. Experience. One year of experience equivalent to the next lower grade level, GS-7. b. Demonstrated Knowledge, Skills, and Abilities (KSAs). In addition to the experience above, the candidate must demonstrate the following KSAs: (1) Ability to manage, interact and deal with individuals of varying backgrounds. (2) Ability to direct staff and manage tasks to be completed. (3) Ability to oversee and supervise all aspects of decontamination, preparation, sterilization, monitoring, and distribution of RME. (4) Ability to perform a full range of supervisory duties, including assigning, planning and evaluating work, recommending awards, approving leave, identifying training needs, and resolving staff issues. Preferred Experience: Minimum 3 years of Supervisory Medical Supply Technician experience. Minimum 2-5 years Sterile Processing hands-on experience, Minimum 3 years Administrative experience. Four academic years above high school culminating in a Bachelor's degree with at least 12 semester hours in courses related to this occupation. CRMST/ HSPA Certification.
