This Training Specialist position is located within the Education and Training Service at the Cheyenne VA Healthcare System (CVAHCS). The Training Specialist will be the domain administrator for the Talent Management System (TMS).
Duties
The duties of the Training Specialist include, but may not be limited to:
Domain Administrator Talent Management System (TMS)
Verifies database information in the Talent Management System.
Trains or ensures local TMS administrators, instructor, employees, staff and supervisors are training in TMS.
Design reports as required for individuals, Services and for the Medical Center.
Link education curriculum with medical center mission and strategic directives.
Ensure education requirements at facility are included in TMS system set up and management.
Create assignments of appropriate training to local users, through the use of assignment profiles.
Delivers briefings regarding the TMS as required to managers, supervisors, and other leaders.
Verities database information in the TMS.
Maintain local reference tables for T&Ls, Organizations, etc.
Monitor external events entered into the TMS.
Responsible for monitoring education mandates and compliance.
Plays a key role in ensuring that mandated education and training is completed.
National TMS Team
Works with the National TMS Team through conference calls and email.
Test new functionality and evaluates changes to the TMS.
Provides suggestions for improvements to the TMS.
Test new reports as they are developed.
Training
Trains or ensures local TMS administrators, instructors, employees, staff and supervisors are trained on TMS user interface.
Assist users with logging onto TMS to complete national mandatory training.
Ensure all training is properly recorded in TMS- Provide training and support for all levels of TMS users.
Manage TMS Accounts
Create/manage TMS accounts for employees and non-employees.
Troubleshoot user issues with passwords, logon, change/reset passwords and unlock accounts for TMS users.
Assign mandatory training to staff (or assure that assignments were made from the VISN or VACO levels).
Manages self-enrollees for the CHY Domain.
Technical
Provides technical support for TMS.
Coordinate with TMS service level coordinators to troubleshoot issues, regarding the TMS and on-line training.
Troubleshoot issues regarding the TMS and on-line training.
Work with local IT staff to assure that all user workstations are configured properly for TMS
TMS Maintenance
Individual date entry and daily download of data from local and national data sites.
Troubleshooting issues with all local users, and with national TMS administrators and Technology Management Staff
Training Development Responsibilities
Creates and maintains mandatory education assignment profiles on all staff/student job positions, and assigns accordingly in the TMS.
Functions as Item Manager in the TMS, creating new items and linking to online courses.
Modifies PowerPoint presentations, Word documents and quizzes for on-line courses to meet VISN 19 standards, and creates the links to the TMS.
Reviews online courses for updating with appropriate Subject Matter Experts.
Advises and assists in the development of course objectives, scope of content and the criteria for evaluation for computer-based training (CBT) as related to the Intranet and other applications.
Assesses staff learning needs through observation, interviews, surveys, job analysis, etc.
Assists services with creating presentations for training, as well as in-service training, continuing education and other classes to be delivered on the Intranet.
Constructs tests and uses other evaluation techniques to measure learning.
Demonstrates effective teaching skills using a variety of methods.
Develops total course objectives, scope of content and criteria for evaluation.
Develops, revises or adapts courses and instructional materials and guides.
Evaluates education/training programs and makes required changes, improvements or submits recommendations for change.- Implements and evaluates interactive computer assisted training programs.
Keeps up to date on current technology, software, and CBI training innovations.
Participates in Quality Improvement activities, integrated quality improvement findings into education curriculum.
Participates in budget analysis of educational programs, evaluates and recommend appropriate training materials relative to cost.
Utilizes adult learning principles in preparing and implementing education programs.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday through Friday 8:00 a.m. to 4:30 p.m.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/06/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
To meet the Individual Occupational Requirement, you must possess one of the following: Undergraduate and Graduate Education: Major study education or a subject area related to the position to be filled.
OR
For any Training Instructor Series above the GS-5 Level you must meet the specialized experience as follows: Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include:
Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s).
Supervising or administering a training program.
Development or review of training/course materials, aids, devices, etc., and evaluation of training results.
Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.
In addition to the Individual Occupational Requirement above the following is the specialized experience to qualify for this position at the GS-09/11 grade levels.
GS-09 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples are teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in similar field, and having a practical knowledge of the educational process and the principles of adult learning to teach;; supervising or administering a training program; developing or reviewing training/course materials, aids, devices, etc.; experience in a health care environment that required training or instructing others on a regular basis; using computers, audiovisual, teleconferencing and videoconferencing equipment to design educational materials; applies analytical and evaluative methods by interpreting data and providing reports concerning program efficiency and effectiveness; working with quality improvement principles, practices, and tools necessary for analysis and evaluation of processes and effective follow-up.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must possess masters or equivalent graduate degree or successful completion of two (2) full years of progressively higher-level graduate education leading to such a degree or a LL.B. or J.D., if related to the Training Specialist position, obtained in an accredited college or university. The education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. (Transcripts Required). OR
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11 (Transcripts Required).
GS-11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples are use of quality improvement principles, practices, and tools necessary for evaluation of processes and for development of effective follow-up. Working knowledge of the educational process and principles of adult learning in order to assess, design, implement, and evaluate educational activities for health care professionals and non-professionals in all fields. Working knowledge of the health care environment in order to successfully plan educational activities to impact that setting. Interpretation of personality, cognitive, and psychosocial variables as they relate to human performance and group dynamics. Use of computer, audiovisual, and teleconferencing/videoconferencing equipment. OR
Education: successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related? Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.(Transcripts Required) OR

Physical Requirements: The work is primarily sedentary and typically performed in an adequately lighted and climate controlled office with some slight physical effort that may be required to include frequent walking and travel to outlying clinics as needed for official and/or training purpose by government vehicle. Position requires some standing, bending, and carrying light-weighted items such as books, medical records, and paper may be required.
