The Oklahoma City VA Medical Center, Physical Medicine Rehabilitation Service, is currently recruiting for one (1) Occupational Therapist (Clinical Specialist), Mental Health in Oklahoma City, OK.
Duties
The experienced and licensed Occupational Therapist (OT) provides evaluation and treatment that promotes the prevention, remediation, and rehabilitation of acute and chronic physical and mental dysfunction. The Clinical Specialist Occupational Therapist is the OT subject-matter expert for the PRRC and ICMHRS programs and holds advanced training in the subject area. This individual oversees the development and implementation of OT programming to accomplish the therapeutic objectives of the PRRC and ICMHRS, to maximize functional outcomes, to promote wellness and consumer empowerment, to promote community integration, and ultimately, to assist Veterans in achieving their desired recovery goals. The PRRC and ICMHR Occupational Therapist serves those Veterans with serious mental illness (SMI) whose ability to cope with the tasks of daily living is impaired by their mental illness.
Major Duties and Responsibilities:
Screening / Evaluation & Re-evaluation:
Screening of potential PRRC & ICMHRS program participants and OT clients as needed.
Accepting and responding to OT mental health consults in compliance with Physical Medicine and Rehabilitation Service and/or Behavioral Health policies
Evaluating referred Veterans to determine current level of functioning using standardized or specialized tests, interviews, observations, medical record review, and consultation with other professional staff.
Treatment:
Using multiple models of service delivery include individual sessions, group sessions and OT specific consultation services within the PRRC and ICMHRS teams.
Demonstrates basic knowledge of principles and techniques in occupational therapy assessment and treatment of physical, cognitive, and psychological deficits for those patients with SMI.
Maintain a caseload and provide a range of direct clinic services in the Recovery Consultant role for both PRRC and ICMHRS, utilizing generalist psychiatric rehabilitation practitioner knowledge in accordance with the standards, scope, and ethics of practice.
Documentation:
Accurately documenting OT services in the medical record within the timeframes, formats and standards established by the Physical Medicine and Rehabilitation Service, OT department, PRRC, ICMHRS, Behavioral Health Service, and the Oklahoma City VA Health Care System.
Utilizes Mental Health Suite to complete treatment plans and maintains compliance standards of 90% or above.
Entering consults for services or for rehabilitation equipment in accordance with medical center policies.
Interdisciplinary Coordination & Discharge Planning:
Involvement as a core PRRC and ICMHRS team member with attendance at scheduled team meetings. Additionally, the incumbent will attend OT specific meetings or Behavioral Health meetings as appropriate.
Participating in and/or leading interdisciplinary team meetings and care planning across various VA programs (Inpatient Psychiatry, CWT, HCHV, STAR, AMHC, TRS) and service lines.
Recommending, designing, implementing, and coordinating interdisciplinary programming efforts in the provision of care.
Teaching/Training/Supervision:
Participating in the clinical education of OT, Certified Occupational Therapy Assistants, and subsidiary personal as appropriate.
Serves as a consultant to other medical center staff and trainees and assists in their case formulation and forming appropriate treatment expectations regarding Veterans living with SMI.
Provides clinical supervision or consultation to various disciplines and levels of training: medical students, psychiatric residents, nursing students, psychology practicum students, psychology postdoctoral fellows and psychology interns, as appropriate to location.
Research/ Program Evaluation/ Quality Improvement:
Has the primary responsibility for developing protocols and procedures for evaluation and intervention within PRRC and ICMHRS based on current OT theory, recent evidence, and practice.
Is responsible for participating in PRRC and ICMHRS program development, program evaluation projects, and continuous quality improvement as discussed in meetings and in accordance with accrediting body standards (including CARF and Joint Commission Behavioral Health Standards).
If applicable and time allows, plans, and oversees the completion of personal research programs designed to provide information regarding program planning and relevant treatment approaches.
Other Significant Responsibilities:
Serves on medical center, VISN, and/or national VA committees or task forces.
Represents the medical center at professional/program community group/events and committees.

Qualifications
Basic Requirements:
Citizenship. Be a citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with 38 U.S.C. § 7407(a)).
English Proficiency. Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f)
Education and/or Experience. The individual must meet at least one of the following requirements below:
Bachelor's degree in occupational therapy and two (2) years of experience as an occupational therapist;
NOTE: The baccalaureate degree must be from an approved program prior to the AOTA January 1, 2005 decision that the Accreditation Council for Occupational Therapy Education (ACOTE) would only accredit master or doctoral degree programs in occupational therapy.
OR,
Bachelor's degree in occupational therapy and two (2) full years of graduate education in a related field
NOTE: The baccalaureate degree must be from an approved program prior to the AOTA January 1, 2005 decision that ACOTE would only accredit master or doctoral degree programs in occupational therapy.
OR,
Master's Degree or higher in occupational therapy.
Individuals must be a graduate of a degree program in occupational therapy approved by the ACOTE or predecessor organizations. This is inclusive of an internship (supervised fieldwork experience required by the educational institution). ACOTE is the only accreditation agency recognized by the United States Department of Education and the Council for Higher Education Accreditation. Foreign Graduates. Graduates] of foreign occupational therapy programs meet the requirements of subparagraph [3b(2)] if they have a current, full, active and unrestricted license referred to in subparagraph [3e] of this appendix.
Certification. Candidates must possess a current NBCOT certification as an OT.
State Licensure. Candidates must possess a full, current, and unrestricted state license to practice occupational therapy in a state, territory or Commonwealth of the United States (i.e., Puerto Rico), or in the District of Columbia.
GRADE DETERMINATIONS. In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates.
Occupational Therapist, GS-13 Education, Experience, and Licensure.
Completion of one year of experience equivalent to at least the GS-12 grade level and directly related to the position being filled and one of the following:
(a) A minimum of 2,000 hours of clinical practice directly in the advanced practice area. This time must be within the past five years;
(b) Certification in an area recognized by the AOTA;
(c) Completion of a fellowship/residency or advanced degree program in the advanced practice area; or(d) An additional advanced degree in a related field.
Demonstrated KSAs. In addition to the experience above, the candidate must demonstrate all of the following KSAs:
(a) Knowledge of contemporary occupational therapy across multiple areas of practice;
(b) [Ability to provide clinical guidance in the advanced practice area to other OT practitioners;
(c) Knowledge of advanced specialized evaluation, interventions and services to independently develop treatment strategies for area of specialization;
(d) Skill in developing protocols and procedures for intervention programs based on current occupational therapy theory, recent research, and practice;
(e) Ability to provide consultation to other health care practitioners and outside groups about occupational therapy scope of practice for area of specialization;
(f) Ability to implement, revise/update evidence based occupational therapy services and programming in area of specialization.
Preferred Experience:
Two years of Mental Health experience
Experience with Serious Mental Illness
Two years of Leadership or Supervisor experience
Experience with leading group interventions
Experience with creating/establishing OT programs

This vacancy is for a GS-13 position, which is above the full performance level.
Physical Requirements:
The OKC VA Medical Center has a no-lift policy.
Utilization of lifts is required for lifting greater than 35 pounds.
Frequent lifting up to 35 pounds with frequent bending, stooping, pushing, pulling, and overhead reaching, getting up and down from the floor may be required during the performance of this position.
