About the Position: This position is located in Deerfield, Ohio with the Pittsburgh District Corps of Engineers. Will work at a multi-use lake office administering project and programs pertaining to all aspects of Flood Risk Management, Natural Resources Management and Recreation Management; oversight of grounds and facilities maintenance by all contractual means; and plans/participates in public outreach efforts for awareness of Corps missions.

Duties

Independently plan, schedule, assign, and review the work of assigned employees in the construction, operation, maintenance and overall management of the assigned area. Direct and coordinate the preparation of various planning documents for the lake; to include Operational Management Plan, Master Plan, Project Safety Plan, Fire Prevention Plan, Physical Security Plan, and Emergency Operations and Maintenance Plan. Administer programs relative to public safety, law enforcement, pest control, forestry, soil conservation, fish and wildlife management, public recreation, volunteers, pollution control, mineral development and exploitation, rescue operations, etc. Coordinate and cooperate with other agencies, groups, individuals, and other District elements in various aspects of these programs. Oversee the conservation, preservation, restoration and use of all lake natural resources. Develop guidelines, standards and procedures for analyzing public needs, demands, site carrying capacities and resource capabilities. Monitor and evaluate recreation trends and developments for planning future facilities, methods of work, and programs. Frequently attend civic and public meetings and hearings to speak or participate in discussion of problems and to promote mutual understanding and coordination of the overall Flood Risk Reduction and Natural Resource Management programs. Responsible for developing, maintaining, closing, and consolidating Corps recreation areas and facilities, including rehabilitation of campsites, picnic sites, roads, and associated structures in park areas. Provide expertise in the management of a major water resource development lake as it pertains to the dam and appurtenant structures in conjunction with daily duties. Responsible for the preparation, justification and support of budgets, obligation and expenditure schedules and spreadsheets. Provides estimates for personnel, equipment, materials and supplies required to carry out an efficient operation and maintenance program for the project. Provide oversight and leadership for multi-disciplinary staff, to include approval of leave requests or overtime, annual and periodic performance reviews, coaching/mentoring employees, may be required to initiate corrective or disciplinary measures. Responsible for leading a team of professionals whose work is the day-to-day operations, maintenance and management of a multi-purpose water resources project to meet mission requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

  • Must possess or obtain and maintain a valid state driver's license. Must submit a copy before establishing an entrance to duty date.
  • A one year supervisory probationary period MAY BE required.

Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes: experience in a senior or lead position that provides work experience at a multiple-use lake office; coordinating flood risk management, recreational and natural resource management activities at a multiple-use lake project; administering contracts; providing leadership, guidance and oversight to subordinates and park staff to ensure mission accomplishment and compliance with directives, regulations and policies, particularly in the areas of physical security, OSHA requirements, and emergency operations; providing guidance to staff in planning and operation of recreation areas and multi-use facilities; maintenance program management with facilities and equipment; providing informational classes to the public; and preparing budget proposals. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
