Duties

Major Duties: Use current software and technology to edit the footage for content and aesthetics. Collaborate with the client to review the edited footage and determine whether additional filming or editing is required to achieve the client's objectives. Transcribe and create closed-captioning files, or contracts for those services. Provide a wide range of videotaped programs, live streams, and photo assistance for the facility and its staff. Determine the optimal format for conveying client ideas. Research details related to the content requests, including approaching subject matter experts for content-related information. Plan, organize, and direct the production of radio programs, including news and topical material, entertainment, live and recorded interviews, and coverage of special events. Use professional photography equipment to capture events or staff for a variety of purposes such as the capture of historical events, special events, promotional photos or staff headshots. Use specialized software to upload and manage television monitors throughout the health care system. Other duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/05/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Individual Occupational Requirement: Education: Undergraduate and Graduate Education: Major study -- photography, radio or television production, motion picture production, or other fields related to the position. **Advanced training in a vocational school, technical institute, or art institute above the high school level in one of the fields listed above is creditable as general experience on a month-for-month basis.** OR Specialized Experience: Experience in the actual type of work for which application is made. Unpaid experience is creditable, provided the work done was of a quality level and demonstrated the ability required for the position. This includes work directly connected with the production aspects of the field(s) of the position to be filled. *NOTE: Failure to provide transcripts will result in you being rated ineligible for this position. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: 1) Editing audio, video, and/or digital multimedia communication to develop audiovisual products for the purpose of training, sharing information and educating publics on programs. 2) Incorporating special effects, graphics, and/or materials in various design elements; and 3) Developing production schedules to include coordinating staff activities, administrative, and logistical arrangements. 4) Produce and schedule programs on multi-media publications.. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a PhD or equivalent doctoral degree or 3 years of progressively higher level graduate education leading to such a degree or LL.M if related.. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education. You have computed the percentage of the requirements that you meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the first year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.). Physical Requirements: The work is primarily sedentary, although there is some walking, travel, and carrying of light weight equipment and materials.
