This position is location in Oceanic and Atmospheric Research (OAR), Geophysical Fluid Dynamics Laboratory (GFDL), with one vacancy in Plainsboro, NJ. Salary: $80,769 (Step 01) to $176,842 (Step 8); NOTE: First time hires to the Federal Government are typically hired at the Step 01.

Duties

As a Facilities Engineer, within the Geophysical Fluid Dynamics Laboratory (GFDL) you will perform the following duties: Maintain, operate, test and troubleshoot mission-critical data center facility equipment including mechanical, electrical and fire suppression systems, electrical support equipment (including stand-by diesel generators and related fuel systems, 3 phase electrical systems such as switchgear, Uninterrupted Power Source units (UPS), Power Distribution Units (PDUs), and wet cell batteries and associated systems). Mechanical support equipment includes Computer Room Air Handling Units (CRAHU), centrifugal chillers, cooling towers/water chemical system, air handlers and associated systems, pumps, and motors, as well as additional support systems and equipment (such as fire suppression systems, building automation systems, and general facilities equipment). This role acts as the front-line responsible person when it comes to equipment troubleshooting, diagnostics, work determination, scope writing, procurement implementation, testing, commissioning and documenting work including future development of preventative maintenance and service programs, as well as standard operating procedures for all data center facility equipment, projects, project planning and execution. Develop facility management procedures and coordinating with customers, maintenance support, engineering services, tradesmen, and computer system integrator personnel. Prepare reports and presentations routinely and as needed, and work collaboratively and independently as appropriate to rectify errors, assess needs, and develop solutions. Ensure proper disaster preparedness and recovery procedures are in place. Calculate chilled water flows, cooling requirements based on electrical load, heating ventilation and air condition requirements, voltage regulation and electrical power conditioning and distribution, environmental and safety controls, floor loading calculations, and other technical aspects of high-performance building design. Develop proposals for submission for approved projects. Recommend statements of work for and evaluate proposals submitted in response for architectural and engineering work and construction work, and necessary to plan, design, and implement facilities repair and improvement projects. Oversee facility maintenance, repair, and improvement projects. Work with architectural and engineering professionals from the National Oceanic and Atmospheric Administration (NOAA), Princeton University, professional firms, and others to design optimal and efficient facility space and utility utilization; track utility consumption on a regular basis, daily, monthly, etc. in order to understand trends, predict future consumption, and optimize efficient utilization. Note: These duties are described at the full performance level of the ZP-4; the ZP-3 is developmental leading to such performance.

Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. BASIC REQUIREMENTS: This position requires applicants to meet a Basic Education Requirement in addition to at least one year of specialized experience or a substitution of education for experience (if applicable) in order to be found minimally qualified. Transcripts must be submitted with your application package. You MUST meet one of the following basic education requirements: requirements: To qualify for the 0801 series: EDUCATION: A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of education and experience: college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: ) Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT) or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.) Note: An applicant who meets the basic requirements as specified in A or B above, except as noted under B.1., may qualify for positions in any branch of engineering unless selective factors indicate otherwise. SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the ZP-3 or GS-11 level: SPECIALIZED EXPERIENCE: In addition to meeting the Basic Requirements above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the ZP-2 or GS-09 in the Federal service. Specialized experience MUST include all of the following: Assisting with maintaining, operating, testing or troubleshooting data center facility equipment; Assisting with the operation or maintenance of systems within a facility or a data center environment, such as for electrical, mechanical, HVAC equipment and fire suppression systems; and Assisting with the development of architectural or engineering work proposals, such as statements of works, independent cost estimates, projects plans, etc. OR SUBSTITUTION OF EDUCATION: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. OR COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience as described above. Note: Only graduate-level education in excess of two years is qualifying for combination of education and experience. To qualify at the ZP-4 or GS-13 level: SPECIALIZED EXPERIENCE: In addition to meeting the Basic Requirements above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the ZP-3 or GS-12 in the Federal service. Specialized experience MUST include all of the following: Maintaining, operating, testing and troubleshooting data center facility equipment. Operating and maintaining aspects of electrical, mechanical, HVAC equipment and fire suppression systems within a facility or data center environment (such as sprinkler, fire and smoke, etc.); and Developing architectural and engineering work proposals, such as statements of works, independent cost estimates, and project plans for facilities or data center improvement projects.

Education

College Transcript: If you are qualifying based on education, submit a copy of your college transcript that lists college courses detailing each course by the number and department (i.e., Bio 101, Math 210, etc.), course title, number of credit hours and grade earned. You must submit evidence that any education completed in a foreign institution is equivalent to U.S. education standards with your resume. You may submit an unofficial copy of the transcript at the initial phase of the application process. If course content cannot be easily identified from the title of the course as listed on your transcript, you must submit an official course description from the college/university that reflects the content at the time the course was taken.

Special Instructions for Foreign Education: Education completed in foreign colleges or universities must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities.
