The primary purpose of this position is to provide emergency police, fire, and medical services to the public by answering emergency 911 calls and responding with appropriate personnel and equipment. Maintains an accurate status of all emergency response equipment and personnel to ensure prompt and accurate response.
Duties
Provide emergency 911 and dispatching services. Determines the nature of the emergency in accordance with established guidelines.
Performs Emergency Medical Dispatch (EMD) services to callers with medical emergencies.
Maintain maps, checklists and charts, including automated programs.
Operate and maintain telephones, automated data processing equipment, printers, recorders, facsimile equipment, and other devices installed in the dispatch center.
Prepare and maintain reports and records relating to emergency responses. Performs Customer Service duties and operates the Unit Control Center (UCC) for 78 Civil Engineer Service Call operations.

- Must be certified by the International Fire Service Accreditation Congress as a Telecommunicate, Level II; EMD/EMD-Q certification, including initial and follow-on certification; CPR CERTIFICATION; Hazmat Awareness, within 6 months of start date.
- Required to perform critical services regardless of weather conditions or base closure and report to the duty station at the regularly scheduled work time.
- Required to work an alternate work schedule which requires an uncommon tour of duty (including weekends and holidays).
- May be required to respond on off-duty time during a conflagration, stay over until an emergency has been terminated, or until properly relieved by a qualified dispatcher.
- Works in close harmony with supervisors, co-workers, and others during day-to-day routines and during emergencies.
- Is required to maintain good working relationships with on and off-base agencies, maintaining a consistently courteous attitude at all times. Remain calm during emergency situations.
- An appropriate, valid driver’s license may be required for the position.
- Training Requirements: Employee must be able to obtain/maintain certifications though DoD Firefighter Certification System, and or National Pro-Board Certifications as Emergency Telecommunicator I, II.
- This is a key position. Incumbents must be removed from their military recall status if alternatives for filling the position during an emergency are not available.
- Incumbents may be required to work extended and/or irregular hours during exercises or contingency situations. Must participate in exercises by relaying accurate information. Must be resourceful and alert to adequately perform duties.
Qualifications
This is a Term position NTE 30 Sep 2025; the individual selected for this position may be extended without further competition. Current Federal civilian employees may apply for this position using "Reinstatement" eligibility and if selected, a break in service of at least 3 calendar days may be required prior to appointment to this position.
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes operating communications equipment, alarm equipment and systems and the radio usage and procedures; performing vehicle dispatching such as Emergency Medical Dispatch (EMD) system; and knowledge of fire protection and prevention theories, techniques and practices relative to various types of emergencies, hazardous material situations and medical emergencies. This definition of specialized experience is typical of work performed at the GS-05 grade/level position or equivalent in the federal service.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-06 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of Medical Dispatch services, 911 and emergency vehicle dispatch/communication operation, and procedures.
Knowledge of basic computer operations to include word processing, retrieval, and input of data. A qualified typist is not required.
Knowledge of location and availability of emergency apparatus, the kind of apparatus, and equipment needed for the emergency at hand.
Incumbent must maintain a current EMD certification. Ability to work independently without immediate supervision. Ability to deal effectively with others in both oral and written communications, to plan, organize and reprioritize work, to meet deadlines.
Ability to effectively communicate both orally and in writing using a calm and stable demeanor while dealing with emergency situations, time required to complete the job, availability of materials, tool requirements, and priority reassessment.
Knowledge of Civil Engineering and associated real property maintenance repair processes, terminology and production requirements to schedule immediate and projected maintenance requirements.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
