The Supervisory Veterans Service Representative (Veterans Service Center Manager) manages the Veterans Service Center (VSC) operations through a staff of personnel responsible for claims processing, providing information, advice, and assistance on all types of VA benefits to veterans and their dependents and for providing outreach services to stakeholders
Duties
Directs and supervises the administration of work involving development, to include examinations, making legally binding rating
Provides technical guidance and direction in administering compensation and pension programs and ensures that proper notification of decisions, with appeal rights, is accomplished.
Oversees employees who develop/prepare appeals, procure additional evidence, conduct personal hearings and certify cases to the Board of Veteran's Appeals
Outreach efforts toward specific groups such as elderly, homeless, ex-POW's, women Veterans, Native American Veterans, etc.
Provides advice, counsel, or instruction to individual employees on both work and administrative matters.
Ensures performance plans for all VSC employees are properly created and utilized.
Interviews and selecting candidates for appointment, promotion or reassignment are responsibilities of the VSCM.
Responsible for maintaining effective communication and working relationships with labor representative
Responsible for the development of subordinate supervisors regarding administrative, managerial, and leadership skills

Relocation/Recruitment Incentives:($24,000.00) incentive is authorized. Relocation incentives are authorized for selectees who meet the incentive requirements listed in 5 CFR §575, Subpart B. The VBA may pay a relocation incentive to a current employee who must relocate to accept a position in a different geographic area under the conditions specified in this subpart. If eligible, payment of expenses for travel and transportation may be rendered if the selectee agrees to remain in federal service for twelve (12) months following the date of transfer. Failure to complete all conditions of the obligated service may result in repayment of travel and transportation expenses.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/10/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You must provide a copy of your most recent SF-50, "Notification of Personnel Action" showing that you are in the competitive service and the highest grade or promotion potential held. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate that you possess (1) year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates (1) year time-in-grade.General Adjustment and Award SF-50's cannot be used for time-in-grade verification purposes.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Specialized experience is defined as expert knowledge of veteran benefit programs or VBA business lines and laws affecting veterans' compensation and pension benefits to provide authoritative guidance and direction on claims and appeals processing. Supervised, managed, or served as a project lead to accomplish performance and project goals; possesses knowledge and/or practical application of employee relations (e.g., performance or conduct based actions) and labor relations (e.g., grievance process or negotiations) practices.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: Work is mostly sedentary. However, incumbent will be required to talk for long periods of time which occasionally puts a train on the throat/vocal cords. There are no other special physical demands required to perform the work. There may be some walking, standing, and carrying of light items such as papers, books, claims folders and files from one desk to another for returning to storage. Extensive use of a computer and a telephone with a headset is required.
