This position is located at the Acoma-Canoncito-Laguna Indian Health Center (ACLIHC), Health Information Management (HIM) department. The primary purpose of this position is to provide coordination, planning, and overall direction of the Health Information Management (HIM) department and its medical records functions and processes.
Duties
Responsible for the operational management of the Health Information Management (HIM) Program.
Plans, makes recommendations and prepares estimates of Department budget, equipment, material, staffing, and projected future development needs to meet goals and objectives.
Develops and implements policies and procedures to process medico-legal documents, insurance and correspondence requests for information, and to document, store, and retrieve medical records information to conform to Federal, State, and local statutes.
Establishes and monitors the quality assurance program for medical records and coordinates the program with the facilities quality assurance coordinator, using established quality control measures.
Supervises Medical Records Technicians. Plans, manages, organizes, supervises and maintains the Medical Records Department of the facility by setting program goals and objectives, assigning work, rating performance, and keeping position descriptions accurate, approves leave, resolves grievances or complaints
Manages and advises on the use of computer technology for collection health care information, statistical data, and management of the medical records program.

Individual Occupational Requirements
Education:
Successfully completed training in an approved school for medical records technicians equates to 1 year of general experience. No credit may be given for partial completion of such training.
Successful completion of a bachelor's degree in a medical records administration educational program accredited by the American Health Information Management Association (AHIMA) and the American Medical Association's Committee on Allied Health Education and Accreditation (CAHEA) meets the requirements for GS-5 positions.
Successful completion of the requirements for a bachelor's degree (in any field) and 1 year in a medical records administration educational program accredited by AHIMA and CAHEA meets the requirements for GS-7.

Specialized Experience (for positions above GS-5):
Examples of qualifying specialized experience include:
Planning, developing, and directing a medical records program for a health care facility that meets both institutional goals and standards of accrediting agencies.
Evaluating and analyzing the organization and operation of medical records services, including medical records and indexes, and recommending and/or implementing appropriate revisions and modifications.
Assisting medical and administrative staff in evaluating the quality and appropriateness of patient and health care services.
Designing information systems to collect, analyze, monitor, report, and maintain privacy and confidentiality of patient and institutional data for health care related programs, and evaluating and implementing changes to assure the reliability of data.
Developing and implementing policies and procedures for processing legal medical documents and insurance and correspondence requests in accordance with Federal, State, and local statutes.
MINIMUM QUALIFICATIONS:
In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks:
GS-11: one year of full-time specialized experience comparable in difficulty and responsibility to the next lower grade level (GS-09) grade level that equipped me with the knowledge, skills and abilities to successfully perform the duties of this position. Examples include: skill in performance and process improvement techniques to develop and implement new or improved solutions in health information management; ensures that principal and secondary diagnoses are properly ranked and sequenced, comorbidities and complications are accurately documented and coded; advise management/staff, at various levels, regarding health record documentation requirements and health information management practices based on current industry standards, policies, statues, laws, and regulations; acquire, manage, analyze, interpret, and transform data into accurate, consistent, and meaningful information.; ensures medical records are complete and accurate so correct information is available for future care and treatment, research and training; determines the validity of subpoenas from federal, civil, and tribal courts; and assists in developing performance improvement monitors in problematic and/or non-compliance areas of the Health Information Management department.
Education. Education equivalent to three full years of progressively higher-level graduate education or a Ph.D., or equivalent doctoral degree from an accredited university or college in the field of health information management.
Preferred Experience: Candidates with RHIT, RHIA, CCS, CCS-P, CPC, COC, CIC, or CHDA credential(s) and one of year of experience working with medical records.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
