This position is located in the Support Services Division (SSD) at a VA Regional Office (RO) and the incumbent serves as a senior support services specialist. The purpose of the work is to plan, organize, administer and ensure adequate administrative support regarding supplies, Personal Identity Verification (PIV), mailroom, timekeeping, continuity of operations (COOP) and facility and fleet management.

Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted).

To qualify for a Support Services Specialist your resume and supporting documentation must support:
Specialized Experience: To qualify for this Support Services Specialist GS-0342-11 position, you must possess one year (52 weeks of full time) of specialized experience equivalent to at least the GS-09 in the Federal service determining equipment, facility, or service deficiencies to identify appropriate resolutions; forecasting equipment usage rates to establish initial repair or replacement factors; and preparing budget inputs based on plans for new construction, facility alteration projects, or equipment maintenance, repair, and replacement actions.
Specialized experience is further defined as:
1. Experience with assisting with facility issues, equipment, service operation design projects, and analysis and assessment of the efficacy of various administrative programs.
2. Knowledge of office space refurbishment, team or office relocation, facility enhancements, workstation modifications, small construction, etc.
3. Experience and knowledge in administering environmental, health, safety, and/or security regulations obtained through tasks including conducting safety and/or security inspections, working with or overseeing a safety and/or security program, or spotting and/or correcting safety and/or security vulnerabilities.
4. Knowledge of administration and management of identity card programs, including managing paper inventory, issuing cards, supervising role-holders administratively, and issuing cards as appropriate.
OR, Education Substitution: Successfully completed 3 years of graduate level education, or a Ph.D. or equivalent doctoral degree and my graduate level education is in one of the following majors/fields of study -- public administration, business administration, industrial engineering, industrial management, or other administrative or management fields related to the position (Support Services Specialist) to be filled.
NOTE: Three full academic years of graduate-level education (e.g., 54 semester hours or 81 quarter hours) is creditable for the GS-11. Your graduate level transcript must be submitted with your application packet, and it must clearly identify your major/field of study and total semester or quarter hours.
OR, Combination: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for grade levels GS-11, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-11.
NOTE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. For work in the federal service, include the grade level for the position(s).
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
