You will serve as a Technical Manager in the PMOSSP Shipboard Systems Office of PMO SSP SHIPBOARD PROGRAM SYS.

Duties

You will be responsible for the prime contractor’s efforts associated with the design, development, production, repair, logistics support, and comprehensive life cycle support of these assigned subsystems for the SSBN. You will exercise program and technical management over current programs involving systems development, production, test, evaluation, maintenance, and logistic contractual effort at contractors' sites. You will analyze, interpret, or clarify directives, decisions, technical requirements, and the means by which their intent may be achieved for DCMA and the contractors. You will review technical communications between SSP and the contractors; provides information, interpretation, coordination, recommendations, direction, support, initiation of technical point papers, and assistance as required. You will direct the implementation of the entire body of technical directives relating to contractor and Navy organizations for which SSP and PMOSSP Shipboard Systems maintain control. You will determine appropriate actions to resolve problems which are unique in nature, without precedence, and of such urgency that they require immediate action. You will be the technical expert/consultant for the subsystems/systems that the detachment supports, the incumbent is a highly recognized specialist in the area of FBM/SWS systems engineering management, production, and support. You will schedule, plan, coordinate, and direct work performed by civilian technical (engineering, logisticians, and specialists) and military employees within the detachment.

• This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.

• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band NH-03 (GS-13 equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: As a professional engineer conducting research, development, and repair of navigation or other shipboard subsystems to ensure program requirements are met. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
