Duties

The primary purpose of this position is: to coordinate, analyze, and assess various U.S., Alliance, and/or Coalition strategies, policies, campaign & contingency plans and senior leader international engagements at U.S. Strategic Command (USSTRATCOM). Contributes to the development and refinement of national, Department of Defense (DoD), or command strategy, policy, planning, and analytical/assessment products (e.g., studies, briefings, position papers, and meeting summaries). Duties: Develops comprehensive plans that support national security objectives and are integrated with other Combatant Commands (CCMDs), Allies and partners. Actively participates in the development and implementation of national security policy. Plans and executes USSTRATCOM Security Cooperation functions that enable interactions, programs, and activities with foreign security forces and their institutions. Participates in training, operations, or exercises to implement USSTRATCOM campaign or contingency plans in coordination with other CCMDs, Allies, and Partners.

Qualifications

Conditions of Employment: (cont'd) The employee may be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime. Shift work (12 hour shifts) may be required when participating in exercises, war games, or actual crisis scenarios. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. It is mandatory for the incumbent to refrain from the use of illegal drugs and misuse of prescription medication. If requested, the incumbent must submit to urinalysis testing. Incumbent may be selected for random drug testing and may be subject to reasonable suspicion testing and safety mishap or accident testing. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Managment Positions series, 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of and skill in applying analytical and evaluative methods and techniques to issues or studies to ensure the efficiency, effectiveness, and improvement of command campaign, contingency, and security cooperation plans; Knowledge of and skill in national policy development, the Joint Planning Process (JPP), and DoD security cooperation programs and activities to enhance USSTRATCOM's support to alliances and partnerships; and Knowledge of military command structure, missions, programs, and organizational relationships between Allies, other CCMDs, the Services, Joint Staff and DoD , program goals and objectives; the various command entities involved in of senior leader military engagement plans with foreign government or military officials. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of national policy development, joint planning processes and DoD security cooperation. Knowledge of DoD Security Cooperation Workforce activities. Knowledge of policies, regulations, strategies, and assigned forces to efficiently research and develop options to achieve objectives supporting command campaign, contingency, and security cooperation plans. Knowledge of the international security environment and diplomatic/military interactions between the U.S. and other nations, alliances, and international organizations. Knowledge of process and procedures for development and implementation of policy related to USSTRATCOM Unified Command Plan responsibilities, to include in-depth knowledge National Command Authority, Executive Branch, DoD, and Joint Staff relationships, programs, structures and agreements. Ability to organize and lead study teams tasked to originate new ideas, projects, and methodologies. Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relationships in a joint environment and with representatives of Allied nations. Ability to execute projects and/or studies within established financial and/or time constraints. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
