The primary purpose of this position is to perform a variety of production control, planning, scheduling, packaging, supply and customer support of all Test Measurement and Diagnostic Equipment (TMDE) entering and leaving the Precision Measurement Equipment Laboratory (PMEL).
Duties
- Manages Supply Support Function. Establishes an Awaiting Parts (AWP)/Equipment Inoperative for Parts (EIP) storage area. Tracks status of TMDE in PAMS/MIS using maintenance status "AWP/Equip Inoperative for Parts (EIP)" and "in-service AWP".
- Accomplishes Traffic Management of TMDE. Manages shipment of TMDE. Prepares, packages and crates items for shipment. Ensures shipping personnel process TMDE.
- Manages Production Scheduling and customer service/liaison between PMEL and customers.
- Primary Production Support Technician manages PMEL Production Control.

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- Must pass an initial pre-employment medical examination, periodic medical examinations, required physical fitness/physical agility tests, meet established hearing standards and discern colors, contrast, and depth.
- The incumbent must immediately report to his supervisor any significant medical threshold shifts in health status and/or medication requirements.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions.
SPECIALIZED EXPERIENCE: Applicants must have one year of specialized experience equivalent to the GS-06 grade level in the Federal service which includes the ability to perform a variety of production planning, scheduling, and supply tasks in direct support of Test Measurement and Diagnostic Equipment; knowledge of the production organization, and associated production methods and processes, labor, machinery, manpower, and material requirements; knowledge of the product to correlate and analyze a variety of routine production data and processes and prepare outlines for basic production schedules; knowledge of governing supply regulations, procedures, instructions, functions, operations, program requirements, and work methods; knowledge of special handling processes/procedures for hazardous items.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the production organization, to include all departments being coordinated both internal and external and most production methods and procedures, labor, TMDE standards, manpower and material requirements that are both comprehensive and intensive for the repair, overhaul, and modification of a variety of very complex combat and strategic TMDE, major end items, and/or major systems.
2 Knowledge of customer support principals, methods, and procedures for documenting problem resolutions, and providing guidance to customers. Ability to establish, maintain and improve interpersonal relationships/communication in order to provide customer support. Ability to plan scheduled/unscheduled workloads, maintaining production schedules, and alleviating production delays.
3. Knowledge of logistics in order to process and manage shipment actions of TMDE internally and through the traffic management office. Ability to apply established TMDE logistics policies and procedures to ensure efficient TMDE owning work center support.
4. Knowledge of supply operations and technical program requirements to apply established supply policies and procedures to ensure parts/material support for production operations and for items that are urgent, critical, or require special handling.
5. Skill in data entry and utilizing automated management information systems such as PMEL Automated Management System (PAMS).
6. Ability to communicate effectively, both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
