The Engineering Technician is assigned to the Project Section of Engineering Service as the Engineering Technician. The primary purpose of this position is to provide specialized program services to Projects Engineering related to drawing database management, Computer Aided Design, as-built preparation, as-built process tracking, program support, material purchasing, budget reconciliation, personnel support, timekeeping, payroll, and personnel training.

Duties

Major Duties include: Monitors the external Drawings library and CAD files, insures backup files of all computerized drawings and notes, and acts as the Contracting Officers Representative (COR) which is the primary interface to the servicing contractor that maintains the electronic file database for the as-built files (VLogic). Monitors and tracks the as-built drawing process for the Projects Engineering. Prepares procurement documents for Macro purchases; such as purchase requests, prepare solicitation packages, prepare supporting documentation for contracting, complete/ route Information Security documentation, and enter in new requirements into the eCMS contracting database. Track/report status of NRM projects under construction or being completed by Projects Engineering on the monthly Project Tracking Report on the VSSC web site. Track the Projects Section, In-House Construction programs budget spreadsheet, obligations on the Roger Johnson report, salary transfers, micro purchase transactions and budget report to Chief of Projects. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/11/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-08. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Individual Occupational Requirements: Basic Requirements: Specialized Experience: Examples of qualifying specialized experience include technical work in: drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems. Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as: Planner and estimator who analyzed designs for production purposes. Instrument maker or model maker who performed design or development work on devices fabricated. Certification: Engineering technicians may be certified by the National Institute for Certification in Engineering Technologies, an organization sponsored by the National Society of Professional Engineers. Certification by the Institute will be helpful as a measure of the technician's quality of experience In addition to meeting the basic qualifications, you may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-08 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience working with Computer Aided Drawing/Drafting systems such as AutoCAD to prepare computerized drawings independently; using engineering and architectural drafting techniques, construction cost estimating methods and various Life Safety, NFPA, NEC, and other applicable codes and regulations; and has knowledge of standard construction methods, materials, and practices of a variety of craft disciplines. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed two full years of graduate education or a master's degree with major study in an appropriate field of engineering, construction, or industrial technology. Applicants may substitute education for the required experience only in those instances where it is directly related to the work of the position. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond one full year and six months of graduate educatation. You will be rated on the following Competencies for this position: Computer SkillsFinancial ManagementManages and Organizes InformationProject Management Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is basically sedentary; however, frequent physical activity such as walking climbing, bending and carrying light items such as paper, books, files, manuals, blueprints, etc. is required. Incumbent, in doing his/her job, climbs ladders, walks on roofs, crawls under buildings, which is required for initial project designs. Incumbent conducts on-site construction inspections, which also requires walking, climbing, etc., around new and existing structures. Position primarily works in an office environment, however exposure to unpleasant environments, to include intense noise, heat, cold and humidity. Exposure to hazardous chemicals and machinery. Incumbent will occasionally be required to utilize personal protection equipment. Work occasionally requires interaction with patients who have disabilities, disease or mental health issues.
