The position develops, implement and oversee quality improvement to ensure delivery of the highest quality patient care, optimal patient flow, provider productivity and continuity of care. Develop a conceptual framework for quality measurement and improvement activities across clinic sites. Supervises others. Position reports to the Chief Executive Officer.
Duties
Define quality procedures in conjunction with operating staff
Set up and maintain controls and documentation procedures
Monitor performance by gathering relevant data and produce statistical reports
Review existing policies and make suggestions for changes and improvements and how to implement them
Measure performance and identify any areas of weakness, recommending and implementing improvements
Assess the effectiveness of changes made
Use relevant quality tools and make sure managers and other staff understand how to improve the business.
Qualifications
To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
BASIC REQUIREMENT(S):
Education
Bachelor's or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.
In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.
MINIMUM QUALIFICATIONS for GS-13 grade level:
Applicants must have specialized experience. Specialized experience is experience must have that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: implementing and sustaining a Medical-Clinical Quality Improvement Program; developing processes to improve the delivery of patient care, both collaboratively and independently. Determine short-or-long term goals and strategies to develop continuous quality improvement methodologies.
Selective Placement Factor
Certified Professional in Healthcare Quality (CPHQ) credential is required to perform the work of the position. Please provide a copy with your application when applying for the position.

Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
