This position is located in the Department of Health and Human Services (HHS), Food and Drug Administration (FDA), Center for Biologics Evaluation and Research (CBER), Office of Communication Outreach and Development (OCOD), which is located in Silver Spring, MD. OCOD responds to public inquiries for information from the biologic industry.
This position is open to current permanent FDA employees only. This is a full-time, permanent position.
Duties
Provides consultation and guidance to stakeholders and the regulatory industry during the regulatory affairs process.
Proactively and independently analyzes the educational gaps of stakeholder knowledge regarding CBER regulated biological products policy and provides sound recommendations that address these needs.
Prepare written reports which contain CBER achievements for FDA, HHS and Congress and reports on major research efforts to inform the public.
Drafts formal technical and non-technical communications to key stakeholders within and outside of the Agency, while also meeting stringent deadlines and ensuring that materials are of the highest quality from a technical perspective.
Serves as project lead for programs and activities involving key stakeholder organizations and group.
Integrates diverse points of view in communications and establishing and maintaining mutual understanding with various organizations.

Qualifications
The position of Health Communication Specialist falls within the 1001 occupational series. To qualify for this position at grade GS-13, you must meet Time-in-Grade requirements by 11:59 pm EST on 10/12/2023.
Time-in-Grade: Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement.
Minimum Qualifications:
Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. The specialized experience must demonstrate one year of full-time work experience, or the equivalent if part-time (for example, an employee working 20 hours per week for a 12-month period should be credited with 6 months of experience). Experience may have been obtained in either the federal service or its equivalent with state or local government, the private sector, or nongovernmental organizations.
Specialized Experience GS-13:
Have one (1) year of specialized experience equivalent to at least the GS-12 grade level in the Federal Service to include: (1) Drafts formal technical and non-technical communications to key stakeholders within and outside of the Agency while also meeting stringent deadlines and ensuring that materials are of the highest quality. OR (2) Provides consultation and guidance to stakeholders and the regulatory industry during the regulatory affairs process. OR (3) Serves as a Health Communication Specialist expert communicating policies, priorities initiatives, medical product information and other key messaging through a variety of venues.
In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed.
