About the Position: Serves as an Environmental Protection Specialist with responsibility for development, direction and execution of environmental policies and programs for the Directorate of Public Works.
Duties
Conduct briefings and prepare materials for presentation on stormwater policies, stormwater impacts, and stormwater compliance.
Coordinate work to resolve encountered problems and technical requirements for the Clean Water Act, Erosion and Sedimentation Control Act and NCDEQ rules and regulations.
Develop, direct, and execute erosion control/stormwater policies and programs such as the Clean Water Act and Sedimentation Control Act.
Participate in complex projects or studies involving national environmental policies, DA environmental program compliance, and natural resources that are found on or affected by the installation and its supported real property.
Recommend measures to ensure environmental compliance, protection, preservation and enhancement are integrated into the installation training mission.
Perform routine inspections of erosion control structures, streams, construction sites, to ensure compliance with existing regulations, Clean Water Act, Erosion and Sedimentation Control Act and NCDENR rules and regulations.
Review and monitor installation activities to ensure compliance with applicable Federal, State, and Local laws, regulations and ordinances as the pertain to erosion control and stormwater management.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes 1) evaluate environmental projects or studies of Storm Water and Erosion Control for compliance, 2) participate in studies to investigate environmental conditions of erosion control structures, streams, and construction site, 3) assist in the development, analysis and management of environmental information/data for storm water and erosion control. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
