This position is located at the Veterans Health Administration (VHA), Erie VA Medical Center in the Whole Health Center. The position serves as an advance technician for outpatient care settings such as: primary care, mental health, and specialty clinics.

Duties

The Intermediate Care Technician (ICT) performs ongoing patient care duties in the Whole Health Department of and may assist with or perform other related technical health care procedures under the supervision of the Physicians/Nurses. The incumbent performs ongoing patient care duties in an outpatient clinical setting. ICT's may perform tasks in accordance with local policies after documented completion of training and demonstration of appropriate skills and competency. These tasks are not all inclusive and require the demonstration of appropriate training and documented competence prior to their performance. The incumbent may assist with or perform other related approved technical health care procedures under the direction and supervision of the licensed personnel as competency is demonstrated and documented. Patient Screening: Duties include performing observation-based screening and collecting patient information in collaboration with licensed personnel. This may involve clinical reminders, obtaining patient health history for chief complaints, medication history, and information about health-related or high-risk conditions that may impact the patient's health status. The incumbent will complete approved templates and tools, such as the outpatient intake form, normal results notes and follow up treatment protocols established by the agency. The incumbent assists in behavioral/psychiatric situations in an outpatient setting. The incumbent performs duties focused on communication techniques required to complete the questioners and templates approved for use in any outpatient clinical setting, including active listening, restating, and mirroring. Clinical Tasks: The incumbent assists licensed staff with the delivery of care to patients with complex, specialized and potentially life-threatening situations. This may include setting up equipment and passing instruments and providing treatment during visits. Collaborates with the health care team to help identify the nature and extent of a patient's condition or seriousness of the injuries or illness of the patient's care requirements. Observes patient status and keeps licensed clinical staff informed of any change in condition. Clinical responsibilities include but are not limited to: Vital signs. Examples: vital signs, 12-lead electrocardiogram (EKG). Point-of-care (POC). Examples: Abbott hand-held blood analyzer (I-STAT), glucometer, Extracorporeal Pulsed Activation Therapy Treatments (EPAT) Medication Administration. Examples: Vaccine Administration Equipment and surgical instrumentation set up: EPAT Set Up, Acupuncture set and monitoring, Cupping, Percussion Massage Tool Treatments and interventions. Example: Foley coude' catheter insertion Wound care. Examples: bandaging, application of dressings and wound measurements. Specimen collection and Preparation. Patient education within scope of care or while providing an intervention. Examples: Acupressure Education, Home Exercise Review, Post Treatment Education after Osteopathic Manipulation Therapy and Acupuncture Follow-up care: Examples: Suture removal, Battlefield Acupuncture Needle Removal Assisting with patient exams and screening. Examples: Columbia Screen, 30 second sit to stand Test, Consult Intake Exams Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. To qualify as a GS-06 you must have the following based your experience as described below: Specialized Experience: GS-06: Do you have at least one (1) full year of specialized experience that equipped you with the knowledge, skills, and abilities to successfully perform the duties the In entry/mid level trainee of the Intermediate Care Technician at the performance level (GS-6), and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-5) in the Federal service. Specialized experience includes: under supervision perform ongoing patient care duties in an outpatient clinical setting, performing observation-based screening and collecting patient information in collaboration with licensed personnel; assist licensed staff with preparing patients for medical evaluation and setting up equipment, passing instruments.. Your experience must be detailed in your resume to receive full credit. and Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. OR To qualify as a GS-07 you must have one of the following based your experience and/or education as described below: Specialized Experience: GS-07: Do you have at least one (1) full year of specialized experience that equipped you with the knowledge, skills, and abilities to successfully perform the duties the Intermediate Care Technician (ICT) Generalist at the full performance level (GS-7), and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-6) in the Federal service. Specialized experience includes: advanced skills in observation-based screening and collecting patient information in collaboration with licensed personnel completing clinical reminders, obtaining patient health history, chief complaints, medication history; assists in behavioral/psychiatric situations in an outpatient setting, this can include assist licensed personnel with crisis intervention, management of aggressive or suicidal psychiatric patients; assists outpatient licensed staff with the delivery of care to patients with complex specialized , and potentially life-threatening situations; use of EKG equipment, glucometer, I-STAT and application of wound care. or Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have completed one full year of graduate education with a major that is directly related to this position ex: Public Health, Preventative Medicine, etc. You must submit your transcript to receive credit. and Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. Preferred Certification/Experience: ACLS (Advance Cardiac Life Support), BLS (Basic Life Support) certification. Must attach those certifications to your application. Former Military Medic experience is highly desired. (Ex: Combat Medic, Corpsmen). Must attach DD214 to receive credit. Prior work experience of medical terminology and medical scribing for Physicians during patient encounters. Prior work experience with Complimentary Integrative Health modalities such as cupping, OMT, acupuncture, EPAT. Working knowledge of the Whole Health philosophy and delivery of care. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work requires a level of physical fitness that allows for standing for extended periods, heavy lifting to position patients, and manual dexterity to perform clinical procedures. The work will require recurrent bending, lifting, stooping, standing, squatting, stretching, sitting and walking. Generally, the work requires recurring physical exertion with assisting patients.
