This position is part of the Defense Human Resources Activity.The incumbent will be responsible for Defense Human Resources Agency's mission is to provide program support, information management, and administrative services to the DoD Components on human resource matters and to collect, archive, and provide management information, research, and analysis of human resources and other related functional area databases for the DoD.

Duties

As a INVENTORY MANAGEMENT OFFICER at the GS-2010-14 some of your typical work assignments may include: DMDC/DHRA Accountable Property Officer, the incumbent is responsible for overseeing management of the DMDC/DHRA logistical and asset management program areas. The APO is responsible for managing accountability of IT programs within the portfolio that go along with the related information systems. - Plans and establishes both current and long-term objectives for Asset Management within DMDC. Ensures the development and execution of asset management planning policies and procedures to accomplish assigned mission. Provides expert analysis, advice and counsel to the primary Property Officers and other key management officials on property accountability and property acquisition to assist in the management of the lifecycle management decision-making process. Assets includes Information Technology equipment. Maintains 100% property accountability of Government property using the Defense Property Accountability System (DPAS) database. Validates DMDC/DHRA wide 100% annual reconciliation of Government property. Advises on and interprets pertinent laws, regulations, policies and standards, and identifies the basis or authority for decisions, and the resulting changes required. Serves as primary point of contact (POC) for DMDC/DHRA property accountability. Serves as Contracting Officer's Technical Representative (COTR). Serves as the task manager/COTR for support contractors. Validates that the quality of work performed by contractors meets government requirements; monitors delivery schedules and labor/direct burn rates, etc. Supervises a staff of workers consisting of federal civilians and contractors in the Asset Management Branch, Transition Management Division. Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work.

Qualifications

You may qualify at the GS-14, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-13 grade level in the Federal service: 1. Applies project management principles, methods and practices for the development and implementation of Property administration and IT material/asset programs. 2. Oversees Information Technology Equipment property management, Property Accountability Systems, and acquisition lifecycle for an IT material/asset management program. 3. Coordinates with a diverse workforce of federal civilian and contractors in various locations to ensure accountability, maintenance, and management requirements of IT equipment. 4. Manages expendable, durable and non-expendable purchases in relation to inventory management and related supply projects. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
