About the Position: This Librarian (Knowledge Management) position is located at the U.S. Army Corps of Engineers, Rock Island District in the Clock Tower Building on Arsenal Island in Rock Island, Illinois. This position is within the Engineering & Construction Division on the Technical Services Branch.
Duties
Lead the knowledge management program within Engineering and Construction Division. Coordinate with District Subject Matter Experts, and District/Enterprise Knowledge Management teams.
Develop and implement low-cost knowledge management processes for the identification, capture, storage, and retrieval of content and establish/maintain repositories of explicit and tacit knowledge.
Responds to reference requests of project delivery teams.
Oversee engineering related document scanning and records management at the district and/or Federal Records Center
Implement planning, evaluation, revisions or monitoring activities and develop and implement effective solutions to promote transfer of knowledge and reduce knowledge loss.
Present and discuss findings with responsible officials and document findings in written management reports, identifying weaknesses and outlining conclusions, analyzing findings, and making specific recommendations for resolution.

- The position requires the incumbent to possess and maintain a valid state issued motor vehicle driver's license.

In addition to meeting the basic requirements described above, your resume must describe at least one year of experience at the next lower grade or equivalent level which prepared you to do the work in this job.
Specialized Experience: One year of specialized experience which includes: Conducting knowledge audits to establish and implement policies, procedures and standards by utilizing the concepts, processes, tools and methodologies of Knowledge and Records Management (KM) in an organization. Develop, implement, and troubleshoot database or other systems that are used to store, manage, retrieve, and distribute information. Assist in identifying, solving, and implementing business issues and improving business processes and issues. Lead and train others in Knowledge Management initiatives. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).
