The incumbent serves as the Information Technology Program Manager for the Clinton Indian Health Center. The incumbent is responsible for advising the senior leadership team on information resource management technology and ensuring IHS compliance with information technology related Federal laws, regulations, and policies. This position will report to the Clinton Administrative Officer. Restricted to current, permanent Clinton Service Unit employees due to ceiling list restrictions

Duties

Provide electronic health records, clinical support, and related technology to CIH customers Advise senior leadership on effective, efficient, and successful IT strategies Conduct Workforce Development, Project and Performance Management, supervise IT staff members, and management of budget, contracts, and other agreements Direct CIH IT investments and enforce IT compliance with HHS policies as required by applicable legislation and regulations

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. Basic RequirementsThis standard allows eligibility through meeting either the requirements specified in the section titled Education or the requirements specified in the section titled Experience. EducationPh.D. or equivalent doctoral degree or three (3) full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree. Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. All academic degrees and coursework must be from accredited or pre-accredited institutions. OR Experience Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: GS-13: One (1) full year of specialized experience equivalent to at least the GS-12 grade level in the Federal service obtained in either the private or public sector performing the duties of this position. Examples include: Providing leadership and guidance to a group and assigning tasks to conduct day-to-day operations; assessing needs and developing solutions for information technology service enhancements; maintaining life cycle of hard/software utilized daily; protecting the integrity and confidentiality of information technology systems and data. Candidates should possess proficiency in designing, implementing and supporting Hyper-V, Windows Server 2016or later, Cisco Voice over IP (VOIP), Cisco Wireless, and possess problem solving skills. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
