This is a temporary Public Health Nursing position for the management of Sexually Transmitted Infections (STIs) for one year at the Yakama Indian Health Center, Toppenish, WA. The position will be contingent on annual renewal. The purpose of the position is to serve as the case manager for STIs and provide comprehensive nursing services to individuals/families eligible for Indian Health Services on the Yakima Indian Reservation.

Duties

Provides case management for patients with positive STI results and their close contacts, reviews laboratory results, monitors for adverse reactions to medications and worsening symptoms and makes appropriate referrals to the managing physician and/or other health departments or facilities as indicated. Provides treatment for positive STIs and their partners as indicated. Functions within the parameters of standing orders and interpreting laboratory tests in clinic and community settings, and within service unit/department policies and protocols. Conducts field contact investigations for STI outbreaks, and collaborates with the local Health Departments, Tribal Health Programs, Tribal Agency, the State Department of Health, and CDC as indicated. Plans, implements, and provides health education to individuals and groups regarding communicable diseases. Conducts or participates in STI program planning, development, and implementation by coordinating with other disciplines such as, schools, and other agencies as indicated. Provides support for the Maternal and Child Health (MCH) Program, WIC, and other tribal programs as needed. Coordinates and provides community outreach immunization clinics as needed. Documents in the Electronic Health Record according to the established nursing standards and procedures. Provides in-service education, training, and preceptorship to patients, employees, and students. Responsibilities are delegated by the Public Health Nursing Supervisor and duties are assigned within the service unit coverage area. The STI case manager CHN/PHN maintains proper lines of communication with the Public Health Nursing Supervisor. Maintains professional knowledge and proficiency in nursing through continuing education, staff meetings, workshops, and serving on special committees. Takes personal accountability to keep informed of current changes and trends affecting nursing care and professional nursing functions. Assesses and communicates individual needs regarding personal professional development plan.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. BASIC REQUIREMENT(S): Education: A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education(external link), Council on Accreditation of Nurse Anesthesia Educational Programs(external link), Accreditation Commission for Midwifery Education(external link), or an accrediting body recognized by the U.S. Department of Education(external link) at the time the degree was obtained. Degree from Foreign Nursing School: Official certification from the Commission on Graduates of Foreign Nursing Schools (external link) is required for individuals who graduated from foreign nursing schools. Areas of specialties for positions include, but are not limited to, Acute Care, Anesthesia, Community Health, Family, Geriatric, Home Health, Midwifery, Neonatal, Oncology, Pediatric, Psychiatric, Allergy and Immunology, Women's Health, Cardiovascular, Dermatology, Occupational Health, Orthopedic, Respiratory, or other specialties identified for the position. Licensure: For all grade levels and positions, applicants must have passed the National Council Licensure Examination(external link). In addition, they must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. Experience: The work experience must have equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. At the GS-9 and above grade level, many positions may require experience in a specialty area of nursing. Basic Requirements for the GS-9 (or equivalent) Grade Level: In addition to the above requirements, applicants must meet one of the following requirements: Possession of a master's degree in professional nursing; or At least one full year of professional nursing experience (equivalent to the GS-7 grade level or above) and possession of a diploma, associate degree, or bachelor's degree in Nursing from a professional nursing program. Basic Requirements for the GS-11 (or equivalent) Grade Level: In addition to the above requirements, applicants must meet one of the following requirements: Successful completion of a PhD or equivalent doctoral degree from a professional nursing educational program or related medical science field; or At least one full year of professional nursing experience (equivalent to the GS-9 grade level) and possession of a diploma, associate degree, bachelor's degree, or master's degree from a professional nursing educational program. In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below. MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: GS-09: One full year of professional nursing experience at the GS-7 grade level and possession of a diploma, associate degree, or Bachelor of Science degree in Nursing from a professional nursing program, example of experience: Provides comprehensive community health nursing care and case management to individuals, families, schools and communities through counseling, education and prevention, by conducting home visits, clinic visits, and community outreach interventions. Able to prioritize and problem solve with minimal supervisory support, to plan, develop, and evaluate public health programs, projects, and/or initiatives. Able to utilize public health nursing principles and practices, including population and evidenced based interventions, by incorporating, GS-11: One full year of professional nursing experience at the GS-7 grade level and possession of a diploma, associate degree, or Bachelor of Science degree in Nursing from a professional nursing program, example of experience: Provides comprehensive community health nursing care and case management to individuals, families, schools and communities through counseling, education and prevention, by conducting home visits, clinic visits, and community outreach interventions. Works independently, to prioritize and problem solve, to plan, develop, and evaluate public health programs, projects, and/or initiatives. Implements public health nursing principles and practices, including population and evidenced based interventions, to incorporate, assessment, planning, implementation, case management, and evaluation of public health programs and initiatives in the community, independently. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
