The incumbent will serve as an administrative and program coordinator and/or point of contact for Industrial Hygiene and Safety Service (IH&S) and Employee Health related programs, missions, functions, and activities. The purpose of the position is to analyze, coordinate, and perform IH&S and Employee Health functions in support of federal, state and local occupational safety, health, industrial hygiene, environmental compliance and accreditation missions.

Duties

Major Duties include but are not limited to: Responsible for providing administrative support to all IH&S Service functions in support of programmatic and professional staff needs. Provides technical administrative procedures, methods, and techniques to support the efforts of the Chief, IH&S and other professional staff members. Compiles technical and administrative report documents, perform safety and health inspections as assigned, draft final report on all inspections or accidents investigations, assist in training efforts by the IH&S Service, provide analysis report findings to Environment of Care Committee. Perform comprehensive data analysis, by interpreting data, analyze results using statistical techniques and provide ongoing reports, develop and implement databases, data collection systems, data analytics and other strategies that optimize statistical efficiency and quality. Develops automated management practices using various software packages including ePAS, LEAF, etc., and is capable of quickly grasping an advanced user understanding of other systems and software. Serves as the recording secretary for the Environment of Care Committee, Accident Review Board, Medical Surveillance Committee, GEMS Committees and others as assigned. Maintains filing systems, both electronically and in hard copy. Serves as the administrator for the IH&S service and will maintain and manage equipment inventory at all times. Performs work related to the acquisition and/or development of program information and resource materials to support development of an organization. The incumbent is responsible for the management of programs, including the Medical Surveillance Program Management, Injury Illness Case Management, Ergonomic Program Management, Respiratory Protection Program Management, etc. Work Schedule: Monday through Friday, 8:00a.m. - 4:30p.m. Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/18/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Providing technical administrative procedures, methods, and techniques to support the efforts of the Service. Assisting in the compiling of technical and administrative data and providing clerical assistance to the services as needed. Performing comprehensive data analysis. Develops automated management practices using various software packages to include ePAS, LEAF, etc. Performing all administrative clerical functions involved for a host of committee meetings. Tracking employees involved in special occupational programs to ensure that all OSHA requirements are being followed and in compliance with regulations, directives, and policies.. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have amaster's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 1 full year of graduate level education or superior academic achievement. . Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is sometimes sedentary. Typically, the employee will sit to perform administrative work. However, other position duties include physical requirements which include but not limited to, long periods of walking; standing; bending; crawling, climbing crouching, reaching and lifting of a variety of moderately heavy items such as large metal lids on storage containers, climbing of ladders, carrying of light items such as papers, books, small parts; or driving an automobile, etc. No special physical demands are required to perform the work.
