Duties
As a HEALTH SYSTEMS SPECIALIST, GS-0671-09, you will plan, organize, and administer a full-time health program for supported units, to include occupational health, patient screening, emergency medical care, medical treatment referrals, and associated health education. Provide day-to-day administration, management, and operation of the medical unit on behalf of the unit commander in his/her absence. Review the effectiveness and status of unit functions through inspections and visual observations, and reports of finding and suggested courses of resolution to the commander and staff. Review and edit reports of physical examinations, medical waiver requests, medical qualification and entitlement determinations, and line of duty determinations, and implements and administers decisions made with respect to these and other command directed programs. Exercise judgment in providing basic life support, first aid, and patient transportation to a medical treatment facility in case of emergencies. Analyze medical supply and equipment requirements, making recommendations and requesting procurement of items. Oversee the work activities of any assigned lower graded employees and traditional guardsmen assigned to the unit during the work week. Perform other duties as assigned.

Indefinite appointments may acquire permanent status depending upon future force structure requirements; indefinite appointments do not serve a trial period. Indefinite appointments may be separated when their services are no longer needed or when funding is no longer available via a 30-day termination notice.

OTHER QUALIFICATION REQUIREMENTS
-Prior to appointment, an applicant's military medical record must indicate a completed and current medical physical, medical profile, and completed/cleared drug test.
-Possess a valid state driver's license to operate government motor vehicles, for the state in which they live or are principally employed, in accordance with Army and Air Force Vehicle Operations Directives.
-Qualify to operate government motor vehicles and vehicular equipment for "Maintenance Purposes Only" according to Army or Air Force Vehicle Maintenance Operations Directives.
-The applicant must possess or be able to obtain the proper clearance type and level within one year of appointment according to Army or Air Force Personnel Security Program Management Directives; and
-To Retain Appointment to a GS-0671 Dual Status Technician Position - The incumbent must have a current Network License according to Army or Air Force Directives, Licensing Network Users and Certifying Network Professionals.
GENERAL EXPERIENCE: All series personnel must be certified at the next higher level before being eligible for that level and must have a minimum of one year on-the-job experience in a career skill competency level immediately below the next higher level. Must have validated understanding of the basic principles and concepts of the occupational series and grade.
SPECIALIZED EXPERIENCE: Must have 24 months military or civilian working experiences and knowledge of the basic principles and practices related to the management of health care delivery systems. Military or civilian working knowledge is required in general clerical procedures; medical terminology; regulations, and directives; medical ethics; health records administration; principles of coding; and anatomy or physiology programs. Must have at least 12 months military or civilian experience at a novice competency level in one of the medical service core functions, which are prescribed as: Health facilities, health plan management, medical resources, health care information management and information technology, medical logistics, or medical readiness (including aeromedical evacuation). Have military or civilian working experiences and knowledge in analyzing and recommending solutions to complicated problems. Experienced in developing and implementing various policies and procedures used in the state medical programs. Experienced in various administrative areas such as budget, personnel and public relations within a medical unit or medical activity.
QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.
