Duties

If selected for this position, you will join a well-respected team that is responsible for providing technical and analytical assistance to support the litigation needs of the United States Attorney's Office for the Eastern District of Texas. Typical work assignments will include: -Performing a variety of automated support necessary to prepare, organize, index, develop and manage exhibits, evidence and relevant data; -Applying basic knowledge of Federal Criminal and Civil procedures; -Performing a wide range of information system analysis, development and installations; -Assisting and/or training attorneys and legal support staff in organizing voluminous discovery applications; -Preparing and organizing exhibits for court proceedings which involves audio/video, transcripts, documents and visual materials, including charts, diagrams, photographs and models; -Preparing computerized trial presentation programs; -Providing automated support to present before a jury, grand jury or in other legal proceedings; and -Assuring documents are organized for efficient automated storage and retrieval by preparing appropriate indices, defining data file search criteria and indexing/coding fields. Responsibilities will increase and assignments will become more complex as your training and experience progress.

Requirements

  • You must be a U.S. Citizen or National.
  • Initial appointment is conditioned upon a satisfactory pre-employment adjudication. This includes fingerprint, credit and tax checks, and drug testing. Continued employment is subject to a favorable adjudication of a background investigation.
  • You must be registered for Selective Service, if applicable.
  • If selected, you may be required to complete a one year probationary period.
  • Time-in-Grade: Federal employees must meet time-in-grade requirements within 30 days after the closing date of this announcement.

Qualifications

GS-9: To be eligible at the GS-9 level, you must meet at least ONE of the following conditions, as defined below: Specialized Experience, Education, OR a Combination of Education and Experience. Specialized Experience: One full year of specialized experience equivalent to the GS-7 level in Federal service. Specialized experience is defined as being able to perform the following: Assisting attorneys and agents by processing documents, photos and audio/video files into an organized system in order to track for e-discovery; assisting attorneys by utilizing litigation technology systems; preparing for hearings, trial, conferences and other projects by providing a variety of litigation technology services; implementing database management programs to assist with the storage, tabulation, and presentation of case facts, evidence, and other information; assisting in the organization and assembly of evidence, exhibits, discovery and other documents; and using or assisting users in the operation of litigation technology hardware and software such as Eclipse, Relativity, Trial Director, Camtasia Studio 8, advanced Microsoft Office Suite, etc., or similar. Education: One of the following types of education in a related field (e.g., Information Technology, Computer Science, Law, or Criminal Justice): a Master's or equivalent graduate degree; OR 2 full years of progressively higher level graduate education leading to such a degree, OR LL.B. or J.D., if related. Education at the graduate level must be in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to perform the duties of the position. Combining Education and Experience: A combination of experience and graduate level education can be used if, when combined, are equivalent to 100% of the qualification requirement. Only graduate level education in excess of the first full year can be used in this calculation. To calculate your percentage of graduate education, first determine the total number of graduate level hours that exceed 18 semester hours (or your school's definition of one year of graduate study), then divide the total number of your excess graduate semester hours by 18 (or your school's definition of one year of graduate study). To calculate your percentage of specialized experience, divide the total number of months of qualifying experience by 12. Now, add the two percentages together. The sum of the percentages must equal at least 100%. GS-11: To be eligible at the GS-11 level, you must meet at least ONE of the following conditions, as defined below: Specialized Experience, Education, OR a combination of Education and Experience. Specialized Experience: One full year of specialized experience equivalent to the GS-9 level in Federal service. Specialized experience is defined as being able to perform the following: Working in a legal environment providing technical advice to litigation teams on legal automation requirements and systems capabilities; organizing, processing, producing and managing case specific discovery; assessing service and information case requirements needed to complete litigation technology projects and using and recommending the use of software such as Microsoft PowerPoint, Excel, Camtasia Studio, Adobe Acrobat, Adobe Premiere, Adobe Photoshop; creating, utilizing and managing databases using programs such as Law Pre-Discovery, Relativity, Eclipse SE, Trial Director; performing pre-trial and trial litigation technology support, including courtroom presentation services; electronically organizing and managing voluminous case information; diagnosing and resolving litigation support system problems; training users in the operation of litigation technology hardware and software such as, Eclipse SE, Relativity, Trial Director, Camtasia Studio 8, advanced Microsoft Office Suite, etc., or similar. Education: One of the following types of education in a related field (e.g., Information Technology, Computer Science, Law, or Criminal Justice): a Ph.D. or equivalent doctoral degree; OR 3 full years of progressively higher level graduate education leading to such a degree; OR LL.M, if related. Education at the graduate level must be in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to perform the duties of the position. Combining Education and Experience: A combination of experience and graduate level education can be used if, when combined, are equivalent to 100% of the qualification requirement. Only graduate level education in excess of the first two years can be used in this calculation. Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies.
