Duties

This position serves as a Technical Writer/Editor (NEPA) for the Green River District. Provides project management for major planning and NEPA efforts. Analyzes lands, minerals, wilderness, range, fire management, wildlife, watershed, recreation, and forestry under the NEPA. Applies principles of grammar, punctuation, spelling, acronyms, abbreviations, capitalization, structure, clear wording, active voice, data consistency across text tables and figures, and works cited. Provides writing, formatting, organizing, and editing services for Resource Management Plan(RMP) and National Environmental Policy Act (NEPA) documents and related reports. Applies policies for formatting, style, reading level, and structure appropriate to the medium and message objectives. Ensures American Disabilities Act Section 508 compliance. Provides writing, formatting, organizing, and editing services for a variety of scientific and technological written products. Writings and edits may consist of paragraphs, sections, or entire RMP or NEPA documents or reports. Gathers the pertinent information; determines the narrative sequence; determines the length and tone; writes the material; consults on illustrative material; and prepares the material for publication.

Qualifications

Selective Placement Factors: This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified: Required to obtain Contracting Officer's Representative (COR) certification (level 1) within one year of employment, and a COR level 2 within an appropriate amount of time after the COR level 1 is achieved. In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. To qualify at the GS-11 level you must meet the following: Specialized Experience: Applicants must possess one (1) full year of specialized experience at or equivalent to the GS-09 level equivalent in difficulty and complexity to perform the duties of a Technical Writer/Editor (NEPA). Qualifying specialized experience includes: reviewing planning and environmental documents to ensure they read smoothly and correctly; reviewing and editing documents for principles of grammar, spelling, punctuation, clarity, conciseness, and audience; coordinating with subject matter experts to assist with writing and ensuring compliance with regulations, policies, standards, or procedures; ensuring written material complies with ADA Section 508; and following established project schedules including task due dates. OR Education: To qualify based on education you must have a Ph.D. or equivalent doctoral degree, or three (3) full years (54 semester hours) of graduate-level education leading to a Ph.D.or L.L.M. or equivalent doctoral degree in a related field of study. Graduate Education must have included a total of 15 semester hours in an appropriate scientific, technical, or social science field(s), and at least one course above the introductory level in the field(s) covered by the position. OR Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the difficulty and complexity to do the work of this position. Only graduate level education in excess of 36 semester hours may be combined with experience. To qualify at the GS-12 level you must meet the following: Specialized Experience: Applicants must possess one (1) full year of specialized experience at or equivalent to the GS-11 level equivalent in difficulty and complexity to perform the duties of a Technical Writer/Editor (NEPA). Qualifying specialized experience includes: writing and reviewing planning and environmental documents to ensure they read smoothly and correctly; applying principles of grammar, spelling, punctuation, clarity, conciseness, and audience; writing and ensuring compliance with regulations, policies, standards, or procedures within a natural resources program; ensuring written material complies with ADA Section 508; and developing and tracking project schedules including setting due dates for tasks. Please note there are no educational substitutions at this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement. Physical Demands: No unusual physical demands are required in office assignments. The individual may be required to lift files, boxes, and books. The work is mostly sedentary through stressful from frequently working under tight timeframes. The job requires the ability to concentrate and read, synthesize, simplify and summarize large volumes of reports and historical information rapidly. Work Environment: Most of the work is performed in an office setting. Normal safety precautions are required. Occasionally travel to field sites or other BLM/government offices may be required. Attendance at meetings at night or on weekends is sometimes required. Occasionally when necessary to complete the work, there may be outdoor exposure involving extremes of temperature or inclement weather. Incumbent will adhere to all safety rules and regulations as prescribed in manuals/supplements or by the designated Safety Officer.
