Duties

You will serve as a staff member of a civilian human resources team responsible for providing support and assistance in a variety of civilian Human Resource (HR) program areas. As HR Specialist, you will participate in the development, execution and evaluation of the civilian HR programs in a variety of areas such as: recruitment, staffing, placement, compensation, leave, position management, and classification. You will also carry out segments of projects and assignments involving a specific HR area or portions of broader analysis to assist in resolving problems and issues.Being a CG civilian makes you a valuable member of the team.  Some of the typical work assignments include:

Qualifications

At the GS-7 - Applicants must possess at least one year of specialized experience equivalent to the next lower grade level (GS-5 or equivalent) in the Federal service.  Specialized experience includes:  coding and processing personnel actions; making veterans' preference determinations; advising managers on recruitment and selection processes; responding to questions from applicants; applying methods, principles, and practices of the HR field in the areas of recruitment, position classification, and employee relations; and actively participating in new employee orientation.   OR applicants may substitute successful completion of one full year of graduate level education which provided the applicant with the knowledge, skills and abilities necessary to do the work. OR combination of successfully completed graduate level education and experience that which meets the total qualification requirement for the GS-07 level. OR Superior Academic Achievement At the GS-9 - Applicants must possess at least one year of specialized experience equivalent to the next lower grade level (GS-7 or equivalent) in the Federal service.  Specialized experience includes: applying knowledge of fundamental recruitment and placement practices; providing advisory services in the areas of staffing, special employment programs, and classification; determining eligibility and qualification requirements of job applicants for specific positions; developing vacancy announcements; and researching personnel and pay issues. OR applicants may substitute successful completion of 2 years of progressively higher-level graduate education or master's or equivalent graduate degree (such as an LL.B or J.D); OR a combination of appropriate specialized experience (as described above) and graduate education (as described above) that is beyond the first year of progressive graduate study to meet the qualification requirements. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees.  If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
