About the Position: Fort Liberty known as the "Home of the Airborne and Special Operations Forces." It is a culturally diverse area with both rural and city populations and is co-located at Fayetteville, NC. It is centrally located just hours away from the beautiful beaches of North Carolina and the scenic Blue Ridge and Smoky Mountains. Fayetteville Regional Airport is located 12 miles outside of Fort Liberty's gates and Raleigh-Durham International Airport is 70 miles away.
Duties
Perform inspections to determine compliance with safety requirements.
Develop course of action to prevent injury or property damage during transportation of ammunition or explosives
Maintain physical security or surveillance of ammunition explosives during transport to minimize the associated risk.
Ensure mishap investigation follow-up actions have been implemented.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent must be in possession of the Professional Certificate Safety Occupation Health Level 1 (PCSOH), the Professional Certificate Explosives Safety Level 1 (PCES1), and Professional Certificate Explosive Safety Level 2 (PCES2) certificates.
- Work requires frequent onsite surveys with prolonged standing, walking, crawling, climbing, bending, crouching, stretching, reaching and other physical movements. May traverse rough terrain.
- This is a deployable Department of the Army Civilian position. As such, incumbent must pass an Initial and annual medical examination and receive/maintain up-to-date required immunization for the overseas or deployed location.
- May be required to wear protective clothing and equipment. The duty uniform is standard military issued clothing when deployed or in field conditions. Standard TASO equipment will be issued per local requirements.
- Must obtain and maintain a valid stateside driver's license. Must obtain and maintain a U.S. Government Vehicle driver's license within 30 days of employment and be able to maintain the same.
- Percentage of time spent TDY is up to 50% (CONUS/OCONUS).
- Must be able to qualify individually on common tasks selected by the supervisor from the Unit's Mission Essential Task List (METL). Weapons Qualification and NBC Training may be required annually and as necessary to meet expeditionary requirements.
- Must be able to obtain an official government passport.
- Additional Conditions of Employment may be added to this PD to comply with DoD, Army and/or local requirements.
- Incumbent must be able to obtain and maintain a Secret Security Clearance.
- Drug Test Required: POSN FUNC REQUIRES DRUG TEST.

Specialized Experience: One year of specialized experience which includes 1) Participating in the implementation of an installation comprehensive safety program; 2) Developing local explosive safety policies and procedures; 3) Evaluating the effectiveness of an explosives safety program; AND 4) Promoting safe work practices, sound equipment operation procedures, and use of protective equipment.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
