This position is located at the Charles George VA Medical Center in Research Service. The position is responsible for supervising all Research Health Science Specialists and is fully responsible to manage clinical tests and collect data, recruit, and manage subjects for clinical trials and provide a high level technical support of projects in a comprehensive research setting, and providing day-to-day support for the VA Research Program.
Duties
This position is located within the Research Department at the Charles George VA Medical Center. The duties and responsibilities include but are not limited to the following:
This position supervises Research Health Science Specialists working on studies in the
CSP and Operational Studies Portfolio at the CGVAMC site.
The incumbent provides technical and administrative supervision to a unit of GS7-GS11 Research Health Science Specialists, policies and priorities are being followed; develops performance standards; and evaluates work performance of subordinates.
The incumbent gives advice, counsel, and instruction to employees on both work and administrative matters.
The incumbent hears and resolves minor complaints from employees; refers group grievances and more serious unresolved complaints to a higher-level supervisor or manager; effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious cases.
The incumbent interviews candidates for positions in the unit; recommends appointments, promotions, and reassignments to unit positions; identifies
and provides for training needs; and finds ways to improve production or increase the
quality of work within the area of authority.
Implement data collection and monitor protocols for difficult clinical research studies. Administer or monitor administration of tests and measurements required by project design.
Record data from samples and specimens to ensure that all tracking data is organized and is monitored during the progress of the study.
Identify test results and trends requiring further analysis.
Coordinate the accomplishment of the scientific (merit) review and evaluation of research programs to provide recommendations or decisions for program strategies, modifications, budgeting, or improvements.
Performs other duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/02/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Preferred Experience: Prior Research Study Coordinator experience is highly desired for this position.
You may qualify based on your experience and/or education as described below:
Ph.D. or equivalent doctoral degree, OR
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Independently performs data gathering and analysis to support clinical research; Direct and oversee all research related infrastructure, project maintenance and growth of research goals and funding; Independently manages study documentation; all forms; Independently provides data to the collaborating research organizations or study sponsors, prepares data reports for presentation and discussion; Able to provide Statistical analysis of data pulls.

Physical Requirements: The work is primarily sedentary. The incumbent uses a computer and standard office equipment to complete tasks. Physical activity involves walking, bending, or stooping, climbing stairs, carrying supplies. No special physical demands are required to perform the work. The work is performed in an office and/or clinic setting requiring no special considerations beyond accepted standards of safety. The work area is adequately lighted, heated and ventilated. On occasion the individual will require traveling.
