About the Position: This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
This is a Chief position over the Maintenance Engineering Section, it may be filled as a 0810 Supv. Civil Engineer; 0830 Supv. Mechanical Engineer; or, 0850 Supv. Electrical Engineer, for the U.S. Army Corps of Engineers, Maintenance Engineering Section, Little Rock, AR.
Duties
As Chief, Maintenance Engineering Section, the incumbent is responsible for planning, scheduling, and directing maintenance and operations relating to navigation, flood risk management and recreation facilities in District.
Responsible for planning, scheduling, and directing operational condition assessments (OCA) and operational risk assessments (ORA)
of infrastructure to provide recommendations, designs or plans for maintenance activities to achieve mission requirements.
Set and adjust short- term priorities, prepares schedules for completion of work, oversees progress, and resolves conflicts in all automated processes.
Develop performance standards, evaluates performance, and where appropriate, recommends awards.
Identifies developmental and training needs of subordinates.
Establish standard operating procedures for locks and dams and supervises updating of O and M manuals for standard operating procedures.
Develop, coordinate and maintain the annual prioritization of maintenance list for navigation and flood risk management.
Formulate budget requirements and engineering justifications for maintenance activities required for the operation and maintenance of the navigation system, flood risk management infrastructure and recreational areas.
Responsible for planning, scheduling, and directing inspections of all District projects and recommends remedial actions where necessary.
Provide advice, counsel, and instruction to individual employees on both work and administrative matters.
Supervise and review all aspects of the work of subordinate employees.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Professional Engineer registration is required.
- Incumbent is required to submit a Financial Disclosure Statement (OGE-450) upon entry into the position and annually thereafter.

**In addition to meeting the basic education requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of experience equivalent to the GS-12 level in the Federal Service performing at least 2 of the 4 following duties: 1) Planning and execution of work priorities of multiple work units in maintenance and repair of multiple dam structures over a broad geographical area; AND/OR; 2) Budgeting and managing fund allocations across multiple work units to ensure projects are properly prioritized for the fiscal year; AND/OR, 3) Managing employees to include assigning work, identifying training needs, addressing grievances or complaints of employees and interviewing applicants for vacant positions; AND/OR, 4) Managing preventative maintenance program for facilities and equipment to ensure a high state of readiness.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
