Duties

You will serve as the lead property manager for Direct and Time Sensitive Strike Program, PMA-242 as the program Deputy Accountable Property Office (DAPO). You will be responsible for ensuring that PMA 242 contracts contain the appropriate statement of work language related to contractor property responsibilities (inventory, reports, etc.). You will maintain accountable area asset listings in Navy Enterprise Resource Planning, complete associated inventories within the allotted timeframe and retain inventory documentation. You will become a subject matter expert in all property management policies and guidance while developing and implementing program strategies balancing cost, schedule, performance and risk.

• This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or DA-03 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) ensuring contracts contain the appropriate SOW language related to contractor property responsibilities (inventory, reports, etc.) and ensuring the required CDRLs are part of the contract; 2) reviewing CDRL deliverables, provide oversight for physical inventories, and provide any acquisition paperwork to support ongoing audit requirements, price updates, etc.; and 3) utilizing broad knowledge in property management policies and guidance while developing and implementing program strategies balancing cost, schedule, performance and risk. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Ph.D. or equivalent doctoral degree
OR
3 full years of progressively higher level graduate education leading to such a degree
OR
LL.M., if related.
