You will serve as a Supervisory Program Analyst (SURTASS TRAINING) at Theater Undersea Surveillance Command, Pacific (TUSC PAC), at NAS Whidbey Island, Washington.

Duties

You will serve as the Surveillance Towed Array Sensor System (SURTASS) Subject Matter Expert and Training Specialist (SSMETS) Supervisor. You will maintain the SURTASS Master Training Schedule, ensuring all required labs and classroom events are covered. You will develop and analyze performance evaluations, lessons learned, training and remedial training reports and plans for SURTASS and Fixed watch teams. You will create, develop and maintain professional training workshops, synthetic battle problems and training materials that effectively teach sonar theory, physics, concepts, Integrated Undersea Surveillance System (IUSS) operations. You will develop and facilitate responsive training for immediate correction of areas for improvement and train tactics that support the use and employment of systems, tools, techniques and procedures. You will be the principal advisor to leadership regarding the employment of SURTASS including tactics, system operations, capabilities and limitations to maximize operational system effectiveness. You will advise chain of command and IUSS leadership in the development, planning, execution and reconstruct of U.S. Navy SURTASS operations and Fleet exercises. You will serve as SURTASS Military detachment operations reach back support including technical solutions for operational issues, tactical employment of passive and active acoustic systems, underwater acoustic modeling and range prediction systems. You will provide technical feedback to resolve issues and improve performance of installed and future systems including training systems to resource sponsors and program offices. You will provide training administrative services in the analysis design and development of SURTASS instructional programs and curricula.

  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously when in an area that requires the equipment.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to perform occasional sea duty. Work at times requires the incumbent to board Navy vessels for a period of 30 days or more.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • Work will consist of routine movement throughout the work and training spaces, and require periods of prolonged standing.
  • Work requires the ability to board navy vessels to include climbing ladders, bending, stooping, standing, and walking for extended periods of time and within potentially confined spaces.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing and evaluating the development, implementation and execution of the Surveillance Towed Array Sensor System (SURTASS) training program to meet operational requirements.
