Duties

Learning Director (LD) Duties: Supports the management of an integrated portfolio of specified learning assets to assist the defense acquisition workforce by leveraging career knowledge and experience. Activities support implementation of related DAU Directives (700 through 704) and include but are not limited to: Proposes, develops, or assists in development, and manages currency, quality, and competency alignment of career field and associated interdisciplinary learning assets contained in the career field portfolio of DAU resident, virtual, on-line/web-based workflow learning assets. Leads a geographically dispersed team in the development and maintenance of instructor-led classroom and computer-based on-line learning assets and regularly assesses the health of the portfolio assets for currency, accuracy, relevancy, and quality. Conducts professional research to ensure curriculum currency, enhancement of the skill set, process accuracy, expertise of the learning assets, workshops, and products, as well as develops, manages and/or maintains case studies and scenario-based exercises that depict realistic DoD acquisition challenges. Assists in the alignment of Terminal Learning Objectives (TLOs), Enabling Learning Objectives (ELOs), and assessment rubrics to career field competencies as well as other functional communities. Develops, recommends revisions and/or updates TLOs/ELOs as appropriate for assigned assets. Conducts competency alignment and gap analysis, continuous assessment, documentation and annual reporting of the currency, quality, and other metrics relevant to assigned portfolio of learning assets and learning products. Guides future curriculum development, retirement, and maintenance of such learning assets. Recommends course specific instructor certification criteria for new or significantly modified courses. Communicates with the respective Functional Leads, Functional Integration Teams, Working Groups, and offices involved in the management of their acquisition workforce competency sets, as well as formulation of acquisition policy, processes, and procedures. Communication and collaboration include other Learning Directors, Learning Asset Managers, Instructional Design, and Production Managers subject matter experts. Formulates annual budgets with Learning Asset Managers for required maintenance, revisions, and new curriculum development efforts. Performs other duties as assigned. Faculty Duties: Creates and/or delivers learning assets and content as needed, and coordinates with partner divisions that manage related curriculum, or that control DAU processes and tools. Stays abreast of changes and trends in primary functional area, continuously researching, gaining, and sharing knowledge in federal communities of practice. Pursues and maintains digital and data analysis fluency that align with DAU and primary functional area best practices in public and private industry. Maintains currency in, and actively uses university technology, digital and social media platforms to create and deliver DAU assets. Focus on the needs of the customer in a modern learning and business environment that is subject to continual change with respect to platforms, networks, and delivery Serves as a thinking partner with stakeholders and customers, continuously improving product and service delivery to provide the right knowledge and service the point of need through synchronous and asynchronous methods. Builds relationships and collaborates with peers and component leaders from all organizations within the area of responsibility. Elicits feedback to shape the policies, processes and procedures that produce a frictionless experience for the customers and stakeholders.

  • Incumbent may be required to obtain and maintain an appropriate security clearance
  • You may be required to serve a two (2) year probationary period.
  • The incumbent of this position may be required to work overtime, irregular shifts, and/or on the weekend.
  • Work may require travel away from the normal duty station on commercial aircraft.
  • Certification in DAWIA Business Financial Management within a required time-frame will vary and is required. Certification category level is dependent upon the grade/band level to which the incumbent is selected for.
  • Must achieve 80 hours of Continuous Learning Points (CLPs) every two years, in accordance with Department of Defense Instruction (DoDI) 5000.66, Defense Acquisition Workforce Education, Training, Experience, and Career Development Program.

Qualifications

Please reference the Education section of this announcement to review the DAU Faculty Pay Band Minimum Education and Specialized Experience Requirements To qualify for this position at a respective band/grade level, you must demonstrate in your resume/application that you possess the required years of specialized experience equivalent to one band/grade-level lower (or equivalent) to include having specialized experience directly relating to the specific duties of the position, and demonstrate that you have the required knowledge, skills, and abilities to perform successfully with the experience that demonstrated a practical knowledge in Specialized Experience: Experience and technical skill in financial management requiring an in-depth knowledge of acquisition financial management policies and procedures, program budget formulation, justification and execution, financial data analysis, and an understanding of government contracts and financial management for large and complex military systems. Experience in the analysis and interpretation of the financial significance of past events and future plans. Experience in developing budge materials, preparing congressional responses, using formulation systems, and ensuring audit readiness for an organization. Experience evaluating budget and financial systems and requirements of a complex program to determine the impact of changes and execution of funds. Certification in Business Financial Management (or the ability to become certified) within the timeframe dictated by the Acquisition Career field will vary and is required. Certification category level is dependent upon the grade/band level. In addition to the above qualifications, the following as been determined to be Quality Ranking Factors. Applicants who possess QRFs are considered to be Well-Qualified. Quality Ranking Factors: Acquisition Certification is highly desired in Business Financial Management Career Fields. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

DAU Faculty Pay Band Minimum Education and Specialized Experience Requirements:
  • DAU Pay Band B (AD-12) (Equivalent to a GS-14 General Schedule grade equivalency): Minimum Education and Specialized Experience:
    • Basic requirements for Band B include a minimum of a Bachelor level degree in an appropriate discipline and a minimum of six years of experience in the appropriate functional area. Advanced degrees are highly desired in Band B.
Please note: Technical certifications and/or experience may be approved by the DAU Chief of Staff (delegated from the DAU President) to meet the needs of the University.
