Duties

-Performs long-range project planning, including actively participating in developing the 10-year plan which has operations, maintenance, and administrative components. -Works closely with management and engineering to ensure the specific requirements for money, labor, material, facilities, training, and services are identified, budgeted, and available to support the WYAO program. -Identifies areas where predictive maintenance can replace preventive maintenance practices to enhance the efficiency of Facilities Management programs. -Identifies the specific requirements for money, labor, materials, facilities, and services needed to support Facilities Management programs. -Prepares, reviews, and analyzes various work proposals, work requests, work orders, work backlogs, long and short-range plans, and schedules to determine the most cost-effective method of safely accomplishing the project's work. -Works closely with the MAXIMO staff. Manipulates various software programs including Word, Excel, Microsoft Project, MAXIMO, and other Reclamation software.

Qualifications

In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience requirement - this information must be clearly supported in the resume. GS-09 Specialized Experience: One year of specialized experience equivalent to the GS-07 grade level in Federal service or non-Federal equivalent which includes experience analyzing information to make recommendations to work processes; utilizing a work-order system such as MAXIMO; and tracking plans and schedules to meet project deadlines. OR Education: A masters or equivalent graduate degree or 2 full years of progressively higher level graduate degree leading to such a degree, LL.B. or J.D., in a field of study related to the position. OR Combination of graduate education and specialized experience as described above. GS-11 Specialized Experience: One year of specialized experience equivalent to the GS-09 grade level in Federal service which includes experience developing and analyzing information to make recommendations to work processes; managing a work-order system such as MAXIMO; and adjusting plans and schedules to meet project deadlines. OR Education: A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR Combination of graduate education and specialized experience as described above. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all Eligibility and Qualification requirements, including any selective placement factors if applicable, by 10/06/2023.

Education

This vacancy announcement allows substituting education for experience at the GS-9/11 grade levels. You must submit a copy of college transcript(s) (unofficial copy is acceptable) to support claimed education if substituting education for experience. Transcripts must include the name of the college or university and date the degree was conferred. A typed list of courses, grades, semester/quarter hours, GPA, etc. will not be accepted. Non-submission may result in being rated not-qualified for the position.

An official transcript must be sent directly from the University's Registrar's office and must be provided from the institution awarding the degree. Accreditation: Only education from an accredited college or university recognized by the Department of Education is acceptable to meet education requirements or to substitute for experience, if applicable.
