About the Position: Carlisle Barracks is an installation at the center of the Army and Department of Defense Senior Leadership educational programs. This historic post supports missions such as the U.S. Army War College, (including the Center for Strategic Leadership, Strategic Studies Institute and USAWC Press, U.S. Army Heritage and Education Center), and Department of Health Agency, Peacekeeping and Stability Operations Institute, and the Installation Management Command.

Duties

Provide direct support and training to faculty and students in the use of instructional media and technologies to enhance teaching and learning Assist and/or train faculty in the development, maintenance, and support of their online and distributed learning presence Offer advice and technical guidance on the most appropriate tool(s) for instructional design principles Advocate for instructional design principles that enable active learning and effective and engaged instruction Work with faculty to recommend appropriate media, experiential learning tools, and other educational activities, which best suit the instructional goals and support the attainment of institutional learning outcomes Develop and implement quality control procedures Provide advice and assistance on choosing an appropriate and user-friendly delivery system Demonstrate hardware and software capabilities Identify appropriate technology for use in design and production of educational resources Maintain proficiency in varied hardware platform configurations and diverse software applications Work collaboratively with faculty and colleagues on the application of instructional design principles when developing resident, online and hybrid courses

BASIC EDUCATION REQUIREMENT: Bachelor's degree (or higher degree) that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas: Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. In addition to meeting the Basic Education requirement above, you must meet the education and/or experience requirements described below to qualify. To qualify based on your experience, your resume must describe at least one year of specialized experience which prepared you to do the work in this job. Specialized experience is defined as: 1) assisting in the development, maintenance and support of classroom and online learning; 2) providing support in the use of instructional media and technologies; 3) recommending appropriate media and experiential learning tools which support the attainment of institutional learning outcomes. This definition of specialized experience is typical of work performed at the second lower grade/level position in the Federal service (GS-09) or equivalent pay band. OR Successfully completed 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in a field such as, Instructional Design, Instructional Systems Design, Curriculum and Instruction, or Adult Education. OR Combination of education and experience. You will be evaluated on the basis of your level of competency in the following areas: Customer ServiceInstructional and Performance Support TechnologyInstructional DesignInstructional Program Evaluation Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
