This position is organizationally aligned with the Veteran Transportation Service, located at the Edward Hines Jr. VA. The primary purpose is to supervise the Medical Center's Beneficiary Travel Program. The Beneficiary Travel program provides transportation to beneficiaries and their attendants traveling to and from VA facilities and other places for care. The assistant helps manage Beneficiary Travel and ensures travel audits and processes comply with regulatory guidance.
Duties
Major Duties:
Plans, directs, and manages the program(s) under the direction and guidance of a Manager.
Provides administrative support and clerical assistance to employees regarding leave, training, and personal issues.
Evaluates performance by staff and completes documentation during the mid-term of the fiscal year, and at the end of each rating period.
Interview new employees, recommends appointment, evaluates, and approves promotion, and make judgement on reassignments based on workload.
Processes Beneficiary travel claims timely and accurately.
Surveys and evaluates the program(s) operations to access compliance with applicable regulations, policies, and procedures.
Uses MS Word, Excel and Office, or other compatible software programs to generate reports, determine costs, prepare budge forecast.
Assigns workload to staff based on priorities, time frames, and capabilities of the employees. of the employees.
Exhibits high level of customer service.
Provides advice, counsel, and instructions to employees on work and administrative matters.
Correctly determine eligibility for the program and processing requests.
Writes or selects appropriate letters explaining disposition of unauthorized travel claims.
Develops educational programs such as training materials, travel trainer program, and community forums.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/06/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
For this one-grade interval job series you must have one year of time-in-grade as a GS-5, or as a GS-6, or be a current GS-7.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: At least one (1) full year of specialized experience equivalent to the GS-6 level in Federal Service. Specialized experience is defined as experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience for this position would consist of: Skills in recommendations, actions, reports, advice, or decisions that affect the operation of certain programs or the ability of serviced programs to conduct business adequately; Skills to plan, monitor, and coordinate use of the organization's established transportation administrative support systems; Skill in working knowledge of complex program subject matter and exercise independent judgment to resolve issues as they arise; Skill to generate reports, determine costs, prepare program budget forecasts, make recommendations, and take actions crucial to the programs daily business operations; Skill to arrange for accurate and timely movement of personnel which could seriously impact the facilities medical operations; Skill in analyzing and interpreting technical transportation requirements and guidelines to perform a variety of assignments for which there are general precedents.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. There may be some walking, standing, bending, and carrying of light items such as papers, books, or small parts. Incumbent may be susceptible to eyestrain from working long hours on the computer.
Working Environment: Work is accomplished predominately in administrative areas of the service with numerous visits to the administrative and clinical areas of the medical center. Overnight travel to CBOCs and national conferences may be required.
