This position is located at the Edward Hines Jr. VA, Hines, IL and provides support for the Veteran Transportation Program (VTP) and reports directly to the Mobility Manager.

Duties

Duties Include: Program Administration: Plans, directs, and manages the Medical Center's VTS program. Promotes the enhancement and facilitation of access to transportation services, including the integration and coordination of services. Analyzes, develops, plans, and advises on VTS passenger movement policies and programs. Manages program operations to identify and define requirements for the use of automated systems when dispatching and routing drivers. Develops educational programs such as rider training materials, travel trainer program and community forums. Participates in Veterans Transportation Network and Regional Transportation Coordination Councils. Supervisory Responsibilities: Performs the administrative and personnel management functions relative to staff support. Establishes guidelines and performance expectations for staff. Knowledgeable with timekeeping procedures, both manual and electronic and pay regulations for Title 5 employees. Able to identify, analyze and resolve time keeping and special pay issues that arise. Initiates the following for the area under supervision: Promotion of employees and recruitment of applicants; Ensures fair treatment of employees; Offers encouragement and recognition of employee achievement; and assists staff with career development. Provides direct on-the-job training for employees. Provides initial/recurring safety training for employees on all aspects of job performance, including discussions on safety/fire prevention in unit meetings. Inspects work area for physical hazards/unsafe conditions and takes corrective actions. Participates in the analysis and interpretation and other data used in resource planning. Administration of Community Development: Establishes and maintains knowledge of various groups and organizations, such as stakeholders, other hospital, public health officials and organizations, volunteer work groups, and the community at large. Provides the customer with consistent information according to established policies and procedures. Arranges transportation of Veterans using VTP services. Counsels and assists Veterans and their caregivers in the identification of non-VA transportation resources. Development and Direction of Facility Transportation: Establishes criteria to measure and/or predict the attainment of program or organizational goals and objectives. Develops administrative regulations, such as those governing the allocation and distribution of personnel, supplies, equipment, and other resources. Corresponds with physicians, travelers, and transportation drivers to determine the transportation plan that best suits the Veteran. Forwards correspondence to appropriate department via itinerary or stated preferences with destination and time. Keeps in communication with VTS drivers enroute to Veteran's pickup- location and medical facilities to resolve potential problems. Acts as the point of contact for VTS drivers in the event of emergencies and thus responsible to ensure appropriate response to safeguard everyone on the vehicle in the case of an accident or other emergency. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/06/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-08 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: At least one (1) full year of specialized experience equivalent to the GS-7 level in Federal Service. Specialized experience is defined as experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience for this position would consist of: experience in positions which required knowledge of laws, regulations, directives, policies, procedures, performance measures and guidelines related to patient transportation; experience in position that required leading or supervising staff; skill in the use of computers that demonstrates knowledge of electronic medical records and software programs such as patient scheduling packages, patient care encounters, MS Word, Excel and Office, or other compatible software; skill in oral and written communication and interpersonal relations, to appropriately and courteously relate to internal and external customers; working knowledge of consult management, scheduling, admissions, discharge, transfer, administration, and patient processing; and ability to meet and deal effectively with a wide variety of staff from many educational and skill levels, for the purpose of communicating clear instructions. As a general rule, education is not credible above the GS-5 level for most positions covered by this standard; however, graduate education may be credited in those few instances where the graduate education is directly related to the work of the position. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. There may be some walking, standing, bending, and carrying of light items such as papers, books, or small parts. Incumbent may be susceptible to eyestrain from working long hours on the computer. Working Environment: Work is accomplished predominately in administrative areas of the service with numerous visits to the administrative and clinical areas of the medical center. Overnight travel to CBOCs and national conferences may be required.
