This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position is responsible for the maintenance and accountability of medical records at DUSAHC and outlying clinics.

Duties

Serves as the Chief, Patient administration Division. Supervises subordinate Medical Record Technicians and military personnel within the outpatient Coding and Outpatient Medial Records Sections at DUSAHC. Serves as a subject matter expert (SME) for coding questions and interpretation of Centers for Medicare and Medicaid Services (CMS), Defense Health Agency (DHA), and Military Health Systems coding guidelines. Subject matter expert for coding and documentation issues. Provides technical guidance and training for physician and other healthcare professionals within DUSAHC and its outlying clinics. Identifies coding problems by reviewing outpatient audit results, or by auditing ambulatory surgery procedure and outpatient encounters using AHLTA and CHCS legacy systems. Manages and operates the Ambulatory Data System (ADS) and Coding Compliance Editor (CCE).

Requirements

  • This position is subject to annual seasonal influenza vaccinations. Applicants tentatively selected for this position will be required to sign a statement consenting to seasonal influenza vaccinations or must provide a recognized exemption.
  • Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position.
  • A one year probation to assess your ability to perform supervisory duties is required unless previously completed.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes managing the medical records programs for both inpatient and outpatient records; analyzing, auditing, coding, and reviewing medical data and records to ensure compliance with Federal guidelines; and preparing reports. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Licensure/Certification: You must be certified in coding, i.e., Certified Professional Coder (CPC) or Certified Coding Specialist (CCS) or is a Registered Health Information Technician (RHIT) or Registered Health Information Administrator (RHIA) and maintain certification as required by the Office of Inspector General and outlined in the Federal Register for compliance with coding educational guidelines.
