This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for DIB & MRTB to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Employees work Mon-Thurs, 0630-1700 hrs. Mass transportation is available at minimal cost. Youth and daily childcare facilities are available. Surrounding area boasts a full range of outdoor sports/recreation activities.

Duties

Determine coating methods, techniques, devices, and materials needed to produce a variety of finish results on various kinds of surfaces. Use proper coating techniques to ensure manufacturers and common trade practices are met by keeping brushes, spray equipment and related tools clean and in proper working order. Use thickness gages and viscosity testers when coating surfaces to specific hardness, smoothness, and to meet exacting mil thickness requirements. Prepare coating materials, such as those for obtaining special effects by tinting, toning, matching, blending, and mixing-in agents and retardants to get the proper color, texture, consistency, and drying state required.

  • This position requires forklift operator's license.
  • This position requires that the employee be certified in the use of a respirator.
  • Shift work and overtime may be required as needed.
  • Temporary Duty Travel, TDY may be required up to 5% of the time.
  • This position requires successful completion of pre-placement medical examinations.
  • This position requires moderate to heavy lifting.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

Qualifications

You will receive credit for all qualifying experience, including volunteer experience. There is no specific length of training or experience required. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision. Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Painter ~ without more than normal supervision. I have performed routine painting work assignments using common and accepted trade practices, methods and techniques. I have prepared surfaces by sanding, scraping, and using special hand tools. I have applied pre-mixed coating materials to various surfaces using brushes, rollers, sprayers, etc. applying basic finishing techniques. I work under normal supervision of a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly performed. - Failure to meet this Screen out Element will result in an ineligible rating. Physical Effort: The painter prepares, and coats surfaces from ladders, scaffolds, and platforms, and in situations where the surfaces to be coated are in cramped and hard-to-reach places. The work may be at extreme heights (such as water towers or tall buildings). This requires the ability to stand, stoop, bend, kneel, climb, be strapped into swing stages, and work in tiring and uncomfortable positions. Ability to lift, carry, and set up materials and equipment that weigh up to 10 pounds. Occasionally, may be required to handle materials and equipment that weigh 40 pounds and over. Working Conditions: The work is done inside and outside, with dirt, spray, and fumes usually present. The painter is sometimes required to prepare, treat, and finish surfaces outside in all types of weather. Protective equipment and clothing such as safety shoes, safety glasses or sunglasses, gloves rain gear, hard hats, coveralls, respirators and other protective gear are required, which are sometimes heavy and uncomfortable. Frequent exposure to the possibility of cuts and bruises; may occasionally be exposed to the possibility of broken bones.

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
