This position is located in the Drug Enforcement Administration (DEA), Miami, New Jersey, and Rocky Mountain Field Divisions. This position's primary purpose is to support the Field Division Financial and Procurement Unit (FPU) Chief, supporting the administration of FPU level Business Operations Support Section (BOSS) activities and managing DEA's financial management processes.

The salary range for each duty location can be found on the OPM website at the following link: Complete set of locality pay tables 2023 (opm.gov) As a Senior Financial Management Specialist your typical work assignments may include: Providing expert advice and guidance to senior level management within the Division on many different and unrelated processes relative to financial management. Interpreting complex financial documents, processes and reports and providing recommend solutions to senior level management on difficult issues that arise in the Unit. Performing Contracting Officer Representative (COR) duties as assigned by the FPU Chief. Conducting quality reviews of financial activities such as obligations and expenditures ensuring compliance with financial and procurement policy and procedure. Analyzing and developing action plans designed to provide sustained financial management improvement across the Division. Conducting and developing training materials to provide instruction to new and current employees in the FPU. Overseeing all budget and procurement actions of the Division's various funding initiatives.

Requirements

Qualifications

Applicants must meet the Specialized Experience requirements as noted below. All qualification requirements must be met by the closing date of this announcement. Qualification claims will be subject to verification. You may qualify at the GS-12 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-11 grade level in the Federal service (experience may have been gained in the private sector) that demonstrate your ability in: 1) Reviewing and recording accounting transactions into automated financial management systems (i.e., Unified Financial Management System (UFMS); 2) Recommending and implementing new financial policies; 3) Interpreting and explaining financial legislations and procedures to customers; 4) Researching and resolving accounting transactions covering the process of invoices, imprest fund documentation, purchase card billing statements and indirect payments; and, 5) Conducting reconciliation activities. You may qualify at the GS-13 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-12 grade level in the Federal service (experience may have been gained in the private sector) that demonstrate your ability in: 1) Reviewing and recording accounting transactions into automated financial management systems (i.e., Unified Financial Management System (UFMS); 2) Developing, recommending, and implementing new financial policies; 3) Interpreting and explaining complex financial legislations and procedures to customers; 4) Researching and resolving complicated accounting transactions covering the process of invoices, imprest fund documentation, purchase card billing statements and indirect payments; 5) Performing tasks related to acquisition planning and contract administration, such as bid responsiveness and contractor responsibility and performance; and, 6) Conducting reconciliation activities. Specialized experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
