You will serve as an EXPLOSIVES SAFETY SPECIALIST in the COMMANDER, NAVY INSTALLATIONS COMMAND of NAVAL SUBMARINE BASE NEW LONDON.

Duties

You will review and analyze explosives safety procedures and operations to implement a comprehensive explosives safety inspection and evaluation program. You will deliver explosives safety trainings (e.g., work procedures and techniques, mishap prevention, or similar instruction) to maintain personnel awareness on the precepts of operational risk management. You will advise organizational leadership in the development of solutions for issues with explosives or ordnance safety. You will conduct Explosive Safety Self Audits (ESSA), ensuring programs are properly executed aboard a command or installation.

• You will be required to obtain and maintain a current valid United States drivers license. Work requires employee to drive vehicle and be able to commute to other sites and between facilities as required.
• You will be required to obtain and maintain an interim and/or final Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
• Work requires travel away from the normal duty station on a periodic basis.
• Employee is required to meet training requirements identified in the Explosives Safety Community Management Plan for 200 level as part of the Individual Development Plan as established by the Supervisor.
• Upon assignment, the employee must complete the training or recertification within 24 months. If employee does not satisfactorily complete or maintain recertification, employee will be subject to removal/reassignment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Interpreting safety and occupational health principles, practices, procedures, and regulations applicable to the performance of a full range of safety management responsibilities on a military installation and the planning, 2) Organizing, directing, operating, and evaluation of a safety program. 3) Developing local standards, guidelines, standard operating procedures and instructions to eliminate or control safety hazards relative to the assigned organizations; 4) Interpreting a wide variety of hazards and complex work operations and conditions found in maintenance shops, maritime work, military training and other activities typical of naval bases which enable the incumbent to analyze mishap data, discover factors and to develop techniques to prevent or reduce the possibility of mishaps; 5) Interpreting construction standards, practices and techniques, materials, equipment and utilities systems sufficient to determine compliance with building safety standards; 6) Developing effective controls of work and equipment hazards resulting from new construction or modification of current facilities.
