This position is for a Supervisory Facilities Operations Specialist (Program Management), Position Description Number D1123000 at GA ARNG - CFMO, located in Marietta, Georgia.
This is a full-time, Excepted Permanent, dual status position which requires Georgia Army National Guard Membership.
Area of Consideration: Open to current members of the Georgia Army National Guard.
Duties
As a Supervisory Facilities Operations Specialist (Program Management), GS-1640-12, you will:
Manage funds to support the maintenance and repair program. Identify requirements, and develop and recommend operating budgets for maintenance, repair, and operations and maintenance minor construction programs. Develop and implement management control policies and procedures. Approve operating budget requests for fixed assets and consumable inventory.
Receive, investigate, and verify installation maintenance requests to determine propriety and approves all requests for maintenance and repair. Provide policy guidance in development of program documents and informational data to support the long range maintenance program and the total construction program, which includes the development of program scope documents. Oversee the development of planning documents to determine general characteristics of projects by applying technical criteria outlined in related NGB publications and regulations. Direct preparation of project estimates, and identify funding sources, to include manpower and material costs. Review and approve programming documents to include project booklets, initial cost estimates for maintenance and repair, rehabilitation, facility improvement projects, and provide or review program development brochures, project booklets or other documentation for facilities projects. Develop and maintain the work order system responsive to customer and facility needs. Ensure that work orders are prepared and priorities determined to track planning and progress through project completion. Develop and maintain historical records, which documents costs and classifies work accomplished.
Develop, provide guidance, and manage real property operations in all military department facilities. Oversee the development of maintenance methods, standards and techniques. Develop, implement and oversee the management of preventive maintenance programs to ensure life expectancy of operational facilities. Review historical data and write reports to explain technical difficulties in maintaining facilities, and recommend solutions. Develop and implement policies and guidance for assisting building and facility managers in determining safe, effective, and economical use and operation of ARNG facilities.
Manage and direct the preparation of architectural and engineering drawings covering a broad range of maintenance modifications for existing ARNG facilities. Assist in the review of architect and engineer design and space criteria for economical utilization of facilities and equipment.
Manage and direct fire prevention and protection activities. Serve as facilities fire marshal. Coordinate with Federal, state, and local government agencies on matters concerning fire prevention, protection and suppression. Coordinate major facility maintenance and construction projects with the safety and occupational health office to ensure all safety factors are considered. Oversee routine inspections of existing facilities to ensure compliance with the Occupational, Safety and Health Act (OSHA) and contract specifications.
Administer, plan, coordinate, and direct the DoD Antiterrorism/Force Protection and Physical Security standards as applicable to facilities and facilities engineering activities. Coordinate with Federal, state, and local government agencies on matters concerning AT/FP and Physical Security to include site selection and location, access control, construction materials, stand-off separation distances, force protection levels, arms, ammunition and explosives (AAE) safety and security, physical and electronic barriers and vehicle and personnel inspection. Coordinate with project managers or Contracting Officer's Representatives (COR) in the design and construction of new facilities and in modernization, restoration, or sustainment projects for existing facilities. Ensure compliance with DoD Unified Facilities Criteria (UFC) in construction and sustainment projects.
Administer, plan, coordinate, and direct the activities of subordinate personnel. These individuals may be on various types of employment status such as, technician, AGR, or state employees. Perform the full scope of supervisory personnel functions including the assignment of duties; participate in the interview and selection of employees; schedule and approve leave; ensure indoctrination of new employees; provide training; evaluate performance; initiate action to upgrade positions; and resolve disciplinary problems. Establish shift schedules and assign personnel based on workload to ensure adequate coverage of operations. Support and take affirmative action with consideration of Equal Employment Opportunity in all aspects of personnel actions. - NATIONAL GUARD MEMBERSHIP IS REQUIRED
- This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
- Selectee will be required to wear the military uniform.

General Experience: Candidate must possess experience, education, or training which has provided the applicant with a knowledge of equipment maintenance work, or skill in reading engineering drawings and specifications, using test instruments, making computations, and keeping records; experience using computer and automation systems.
Specialized Experience: Candidate must possess at least 36 months experience, education or training which demonstrates the knowledge of, and skill in applying, a comprehensive range of principles, concepts, and practices concerning equipment, facility, or service operations with complicated technical requirements that have no clear precedent or plan; experience overseeing and implementing a program involving the identification and resolution of difficult issues or problems; experience preparing budgets based on plans for maintenance, repair work, new construction alteration projects, replacement of existing equipment, or increase in services and processes to ensure program effectiveness.
Specialized Experience for Supervisory Positions: Candidate must possessexperience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.
Education
Substitution of Education for Specialized Experience: A maximum of 12 months of the required experience may be substituted by successful completion of undergraduate study in an accredited college or university at the rate of 30 semester hours for 12 months of experience. The education must have been in fields directly related to the type of work of the position, (i.e. Engineering, Architecture, Industrial Arts, Property Management and Business Management/Administration.)
