Click on "Learn more about this agency" button below for IMPORTANT additional information. The primary purpose of this position is to classify freight and determine most economical rates and modes of transportation to destinations worldwide.

Duties

Determines the classification, routing and most economical rates for a wide variety of commodities in accordance with applicable freight classification guides for movement by motor, air or water. Receives and processes cargo documentation from the Shipment Planner and/or Packaging and Preservation Section on all types of cargo to include unique and hazardous items and inputs data into an automated cargo operations or small package carrier computer systems. Determines level of protective service and associated transportation requirements for security/classified items, weapons, explosives and hazardous cargo. Conducts training on documentation/certification, preparation, and packaging of those specific items for deployment. Maintains and prepares monthly and quarterly records and/or reports involving the Joint Military Astray Freight Program.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-04, or equivalent in other pay systems. Examples of specialized experience includes performing duties in Cargo Movement Operation System (CMOS) or other automated freight systems as applicable to moving freight; performing payment procedures for transportation services to include billing system; and arranging transportation for cargo for all services to all destinations worldwide. OR EDUCATION: Successful completion of 4 years above high school. NOTE: YOU MUST SUBMIT COPIES OF YOUR TRANSCRIPTS OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100 percent. To combine education and experience, determine the total qualifying experience as a percentage of the experience required for the grade level. Then determine the education as a percentage of the education required for the grade level. Finally, add the two percentages. The total percentage must equal at least 100 percent to qualify an applicant for that grade level. NOTE: YOU MUST SUBMIT A COPY OF YOUR TRANSCRIPT. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of Cargo Movement Operation System (CMOS) or other automated freight systems as applicable to moving freight. 2. Knowledge of filing systems sufficient to classify, retrieve, and dispose of materials. 3. Knowledge of payment procedures for transportation services to include billing system. 4. Skill in performing computations such as adding, subtracting, multiplying and dividing. 5. Ability to read new directives or computerized procedures and incorporate them into current operations. 6. Knowledge of rules and procedures applicable to the movement of general, hazardous and classified freight. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
