This position is located in the Bureau of Land Management (BLM), Medford District. The primary purpose is the supervision and enforcement of federal laws and regulations related to public lands and resources managed by BLM. The selectee will be responsible for oversight and implementation of law enforcement priorities and objectives and serves as a technical expert and authority on Law Enforcement Ranger and unauthorized use operations.

Duties

Major duties include, but are not limited to: Managing the law Enforcement Ranger Program which includes unauthorized use, and providing for the implementation of the resource protection and law enforcement elements of resource management plans. Serving as technical expert and authority on Law Enforcement Ranger and unauthorized use operations and is the key advisor to line management of all areas of unauthorized use and enforcement policy, law enforcement techniques and tactics, effects of proposed regulations and land use planning issues, and matters related to specific cases. Ensuring program activities are consistent with national and state policies and procedures for carrying out law enforcement activities as needed. Providing coordination for the law enforcement program involving Field Offices and outside agencies. Enforcing a variety of Federal laws and regulations related to public land and resources by performing investigations, apprehending suspects and violators, performing surveillance activities, and making enforcement contacts; and conducting a full range of criminal, civil, and administrative investigations. Supervising three or more Law Enforcement Rangers and/or contract deputies. Assigning, directing, and reviewing the work; plans and provides for formal and informal training; evaluates work performance; interviews candidates; recommends selections, promotions, awards, disciplinary action, separations; plans, schedules, and coordinates work operations; resolves work problems; and explains management policies and goals.

  • You cannot hold an active real estate license, nor can you have an interest or hold stocks in firms with interest in Federal Lands.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • You will be required to submit to a drug test and receive a negative drug test result prior to appointment. In addition, this position is subject to random testing for illegal drug use.
  • You will be required to obtain and maintain a valid state driver's license.
  • You will be required to successfully complete a physical examination prior to appointment. Incumbent must meet the medical and physical standards for this position.
  • You must maintain a delegation of law enforcement authority.
  • You must safely utilize firearms, non-lethal weapons, and defensive tactics in the conduct of daily activities.

Qualifications

In order to qualify, you must meet the experience and additional requirements described below. Your resume must clearly describe your relevant experience. Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) Leading or coordinating investigative and enforcement operations on public lands with other Federal, State, and local law enforcement agencies; (2) Developing strategies to deter and detect criminal activities; (3) Supervising staff by planning work assignments, conducting training, recommending selections, promotions, separations, or resolving work problems; and (4) Collaborating with other law enforcement agencies, management, and specialists to implement resource protection and law enforcement procedures. SELECTIVE FACTORS: Applicants must meet ALL of the following to qualify. Candidates who do not meet this requirement by close of this announcement will receive no further consideration for this position: Basic Law Enforcement School: Have successfully completed or will be able to complete Basic Law Enforcement School (with emphasis on natural resources law enforcement) at the Federal Law Enforcement Training Center (FLETC) prior to employment date. This position requires successful completion of 40 hours in-service training annually. NOTE: You must provide a copy of your FLETC Certificate or Basic Law Enforcement School Record from FLETC indicating projected completion date. Law Enforcement Experience: This is a covered secondary law enforcement position under the special retirement provisions of 5 U.S. C. 8336(c) (CSRS) and 8412(d) (FERS). Applicants for this position must possess prior law enforcement experience gained by substantial service in a primary law enforcement position and is clearly in an established law enforcement career path. Your resume must clearly indicate the required experience. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".
