Duties

The primary purpose of this position is to lead, manage, and coordinate a wide variety of complex projects. Projects led/managed are typically multi-year, multi-jurisdictional, highly visible, interagency in nature, unique, new, and/or evolving. Perform the full range of project management activities to include proper planning and management of available resources to ensure established performance expectations are met. Coordinate with management and senior specialists to define the scope of each project and to determine the necessary time, money, personnel, equipment, licenses, permits, and other necessary resources to complete each project. In consultation with BLM managers, employees, and stakeholders identify the appropriate interdisciplinary skill sets of employees and/or contractors necessary to perform project activities. Monitor progress of projects and make adjustments as necessary to ensure successful completion. Monitor, recommend, and approve budgeted project expenditures and report any variance to the appropriate senior manager for review.

Qualifications

You must possess one (1) full year of specialized experience at or equivalent to the GS-11 level that is equivalent in difficulty and complexity as indicated by the following examples: (1) managing and coordinating the work of a project team to accomplish project objectives; (2) creating detailed work plans to identify and sequence the activities needed to successfully complete each project; (3) identifying the appropriate skill sets of employees and/or contractors necessary to perform project activities; (4) ensuring that project deliverables are on time, within budget and at the appropriate and required level of quality; (5) preparing financial reports and supporting documentation for funders, stakeholders, and management. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Physical Demands: The job involves prolonged hours of sitting at a desk and working on a computer in an office environment. Standing and hiking in adverse climate may be required for fieldwork. Work Environment: The work environment varies from an office setting where the incumbent is in contact with work associates to a field setting where the incumbent is working alone or in a group, in remote and adverse situations. Will adhere to all safety rules and regulations as prescribed in manuals/supplements or by the designated Safety Officer.
