The incumbent performs technical, administrative or professional work involving managing, administering, operating or supporting services and programs related to the operation and safety of Federal facilities. Designs building interior design environments to promote employee productivity, health and welfare, and/or health and welfare of the public. The incumbent manages, and supervises staff for the purpose of completing moves, furniture installation and modification.
Duties
The incumbent creates designs and furnishes buildings and medical facilities. Prepares the necessary visual aids, such as architectural drawings, renderings, color boards, and physical models for presentation of projects to appropriate officials. Responsible for the total design of a building or medical facility. Prepares and maintains interior design budget.
Evaluates interior design program to assure requirements and standards of the agency are followed. Included are regulations regarding handicapped persons, facility requirements, etc.
Utilizes Computer Aided Design (CAD) and Drafting Software to maintain accurate records of project in all stages, from planning and design through completion.
Performs a variety of space planning functions. Performs surveys of buildings to maintain current overall awareness of facilities and general environmental conditions Conducts independent investigations and feasibility studies in response to large scale, complex space allocation requirements for both unoccupied space and reconfiguration of existing space.
Advises on ergonomic issues/employee accommodation products, agency responsibilities, etc.
Facilities assigned include various clinics with special needs (dental, eye, women's health, laboratory, mental health/psychiatric, dementia units, biohazard and clean room design). Also involves food service special design, record storage, research facility design, clinical procedural lighting effects,
ethnic and religious diversity space, etc.
Confers with client-agency officials to discuss services to be provided, process to be followed and the benefits of properly designed space. Discusses and develops project schedule to ensure the date of build-out will meet client/project team expectations. Acts as liaison between client agency staff and the contractor in the development of space. Utilizes cost estimating knowledge to develop budget information and to verify that costs submitted by contractors are fair and reasonable. Monitors construction to ensure all parties adhere to the design intent plans. Acts as agency's representative in resolving technical disputes between the contractor and the agency.

mounted equipment, furniture installation and modification.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement,10/17/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a position GS-12 on you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Preferred Experience: Preferred candidates have a baccalaureate degree or higher in Business Administration or Public Administration. 2+ years experience as an Interior Designer, a certification is preferred in National Council for Interior Design Qualification (NCIDQ) and/or California Council for Interior Design Certification (CCIDC) and at least 2-3 years management experience with direct knowledge of reading blueprints, use computer aided design (CAD) or computer-aided design and drafting (CADD) software.
You may qualify based on your experience as described below:
Individual Occupational Requirements (IOR): The Interior Design Series, 1008 has a minimum qualification entry requirement. You must have specialized experience (documented on your resume) or education (transcripts must be submitted with the application materials, unofficial transcripts accepted) to qualify.
Specialized Experience (for positions above GS-5): Experience that required the performance of work concerned with the design and alteration of interior spaces to meet functional and aesthetic needs such as:
Identifying, researching, and creatively solving problems pertaining to the function and quality of the interior environment.
Performing services relative to interior spaces, including programming, design analysis, space planning and aesthetics, using specialized knowledge of interior construction, building systems and components, building codes, equipment, materials, and furnishings.
Preparing drawings and documents relative to the design of interior spaces in order to enhance and protect the health, safety, and welfare of the public.
Coordinating and integrating the mechanical, electrical, and structural engineering disciplines within the interior context.
Managing projects, developing cost estimates, evaluating bid proposals, reviewing construction documents, participating in on-site construction visits, conducting pre- and post-occupancy evaluations, developing standards for efficient space management, etc.
OR
Undergraduate and Graduate Education: Major study -- interior design or other field that included or was supplemented by at least 30 semester hours in interior design, interior architecture, or interior environmental design; or passage of the National Council for Interior Design Qualification (NCIDQ) examination.
AND
You must possess one (1) full year of specialized experience equivalent to the GS-11 level in the Federal service that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of this position. Qualifying specialized experience includes: Performs technical, administrative or professional work involving managing, administering, operating or supporting services and programs related to the operation and safety of Federal facilities. Engages in activities related to the management and/or administration of facilities. Designs building interior design environments to promote employee productivity, health and welfare, and/or health and welfare of the public.

Physical Requirements: Work can normally be done while seated, as at a drawing board or computer keyboard.
Frequent walking is required during field surveys and installation of project work.
