Duties
This position is located with an Army National Guard (ARNG), Garrison Training Center (GTC), Range Operations. The primary purpose of this position is to assist in the daily operations of range control and provide maintenance support to targets and other live fire enablers.
Serves as a point of contact for information regarding training center range operations. The incumbent is responsible for operational support for all ranges to include preventative maintenance of all automated targeting systems. Inspects and troubleshoots all automated target systems and their components. Ensures that controls, target mechanisms, and all other target effects (thermal, movement, battle effects simulators, etc.) are operational prior to and after use. Replaces batteries, targets, cables, solar power panels, thermals, fiber wiring and connections, electrical target systems, and battle effects simulator. Establishes and constructs target lifter positions and emplace target lifters on ranges to support the unit training scenarios. Services and/or installs hard targets within the established impact areas. May be required to facilitate simulation training exercises.
Ensures that supporting generators and equipment are operational. Provides maintenance support during live fire training exercises. Plans and executes range support and maintenance operations. Identifies required material list needed for maintenance to include cost estimates. Maintains the Ranch Branch equipment records. Provides technical advice regarding range and training area maintenance requirements. Assists Range Management Authority (RMA) with range maintenance cost input to the annual range operations budget. Returns inoperable parts to range operations/maintenance for repair.
Conducts range, training land, and facility inspections to identify unsafe conditions. Facilitates needed modernization and improvements, and any required repairs. Inspects ranges and training areas to determine compliance with applicable safety and environmental standards. Assists in developing standard operating procedures for use and operation of facilities. Assists in schedule deconfliction of training center facilities. Manages imagery (maps and graphics) of training center ranges and training areas used for orders production and briefings. Manages target manuals and approves shot sheets. Drafts and publishes range schedules after approval. Responsible for dissemination of Notices to Airmen (NOTAMS), Notices to Public, and training directives. Receives concept of operations (CONOPS), range safety memos, and DD Form 2977's, Deliberate Risk Assessment Worksheets, from training units.
May be required to maintain rosters of personnel with approved or pending security clearances. May prepare and maintain security control records for classified material received, contents of classified document containers and ensures disposal of outdated documents as prescribed by regulations. When required, participates as member of a range wildfire suppression crew on ranges and within the training areas.

GENERAL EXPERIENCE: Administrative or clerical experience, education, or training which demonstrates the candidate's ability to perform the duties of the position. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE: Must have at least 12 months experience in the interpretation and application of regulations, procedures or laws. Experience that provided a working knowledge of administrative functions. Experience demonstrating the ability to advise lower graded employees. Experience working independently and setting priorities with very little supervisory control.
PLACEMENT STATUS/TENURE OF SELECTEE:
TEMPORARY PROMOTION/REASSIGNMENT/CHANGE TO LOWER GRADE - For Title 32 permanent selectees only: This is an obligated position. If a permanent employee in the Title 32 Excepted civil service accepts this position, he/she will retain their permanent status AND have rights to return to their previous Title 32 position.
TEMPORARY PROMOTION/REASSIGNMENT/CHANGE TO LOWER GRADE - For Title 32 Indefinite selectees only: This is an obligated position. If an indefinite employee (tenure 3) in the Title 32 Excepted civil service accepts this position, he/she will retain their indefinite status AND may return to their previous Title 32 indefinite position if it is still available.
INDEFINITE APPOINTMENT - For Current Title 5 selectees only: This is an obligated position. If an on-board employee in the Title 5 excepted civil service accepts this position, he/she will convert to a T32 indefinite appointment (tenure 3). This employee will have no reemployment rights to their previous T5 position.
INDEFINITE APPOINTMENT - State National Guard Members (includes T32 NTE employees and MTNG members not currently a federal employee): This is an obligated position. Selectee will be appointed as an indefinite employee (tenure 3).
